General Discussion / Registering C&R firearms NOT in ATF C&R list

Looking to pick up another C&R (M1917 Enfield) and I noticed that it is not in the ATF list (either the printed 2008 booklet or the 2018 PDF version). I know that the ATF classifies firearms over 50 years old as C&Rs, does anyone have any experience dealing with HPD at the registration window with a firearm that isn't in the book? What evidence does HPD require?

So I finally decided to try and renew my long arm permit, even set my alarm for 12PM exactly to get on the website when it refreshes daily. Hopped on and got a 10AM time slot for May 12th. Between me selecting the time slot and filling out the information, the time slot disappeared / was taken by someone else. What a joke of a system.

Any updates on when/if this system will return to the pre-covid walk-in system?

Legal and Activism / SB2529 Status (10+ Rd mag ban legislation)

For anyone interested in where the standard capacity magazine ban legislation is, the following link has the current bill with amendments. As it stands now, if passed, it would require registration of all 10rd+ magazines, and ban their sale or transfer with the sole exception of inheritance. As always, LEOs are special class of citizenry and exempted for 'official' purposes. The amendments also defer the bill's implementation until 1/1/2021, probably to allow the county PD's to create a registration system that is super onerous.

General Discussion / AK gunsmithing on Oahu

Does anyone know of a local gunsmith that can properly install a side rail on stamped AK receiver? I bought a side rail for my SLR-106 and will need to have three rivets removed for the installation. I have the necessary three replacement rivets. I contacted one of the retailers on the forum (who will remain nameless) and never got a straight answer as to whether or not they do this type of work.

Submitted my information yesterday in order to save time today when I went downtown to register, they still make you fill out the hardcopy registration form. No time saved, and I forgot to bring in one of my pre-filled out reg forms.  :wacko:

Supposedly the online system will allow you to see a listing if your firearms, but I don't think it's functional. Yay inefficiency!

General Discussion / Issues with Kaiser and Medical Clearance

So looks like I got sucked into the issue of Kaiser and medical clearances, went to renew my long arm permit and got a call from HPD stating that Kaiser flagged me and now I need to get the medical clearance letter. >:(

Anyone else have this issue as of late? Officer I talked to was very understanding of the situation with Kaiser and Straub, and laid out the process I need to go through to get this resolved. What kills me is that I've never had any behavioral health issues, and I didn't get flagged previously.

So a friend of mine won the auction for a local storage locker and found several pistols and long arms inside. Her husband called HPD today before heading down there to see what he needs to do to re-register the firearms (he's already on his way) and HPD apparently told him that they will confiscate the firearms since "they aren't allowed to keep them." My friend doesn't own firearms already, so any longarm/pistol permits needed would be for the first time. As you can understand, they are a bit worried, they were planning on selling them once they got them registered in their names.

Is HPD allowed to just confiscate these firearms absent a codified reason? My friend won the storage locker in an auction, and has receipts for that. I realize this is likely too little, too late, but I wanted to get everyone's opinion.

General Discussion / NFA paperwork will no longer require CLEO sign-off

According to this TTAG article, the ATF amended their rules on CLEO signatures - CLEO notification will be required (much like it already is for C&R FFL application/renewal) but CLEO signoff will not be required for NFA items anymore. Not going to matter much here, but in NFA legal states with anti-gun local LEO's, this would remove the impediment. Likely an effort by the ATF to stop the use of NFA trusts, actually something of a good-news story.

General Discussion / Installing a grind-to-fit recoil pad

Anyone have experience installing one of these? I recently got my Dad's 1924 vintage Savage Modell 1899 takedown, and it had one of the "white line" recoil pads on it. The recoil pad was rock hard and coming apart, and I had to destroy it in order to take the rifle apart to clean it (likely the first teardown cleaning it ever got). I read the instructions on a new recoil pad, but this might be beyond my experience level.

Any suggestions on how to do it? Or any gunsmiths on island who can do it?

Question for our legal gurus. I bought a handgun in CA back in 2004 before I joined the Navy and moved to Hawaii. Its been in storage ever since, but I am visiting family in CA and want to bring it back with me. I have the purchase receipt and CA DOJ DROS showing my ownership. Will there be any issues registering the pistol? I figured I would bring the paperwork and explain everything as an out-of-state registration.

So I am looking at purchasing a Walther P38 pistol, WWII vintage. I have purchased a Mosin from J&G Sales using my C&R license and had no problems, but I see an issue with the P38. The P38 is considered a C&R handgun, but is not in the ATF C&R booklet. They stopped updating the book in 2008, and the P38 was made C&R after that date. Has anyone been able to register their C&R handgun under similar circumstances? I would hate to have to avoid purchasing one because of such a minor issue (or have to pay extra money to have the gun transferred to Al Mongeon or OGC for a FFL transfer).
