That's a bigger issue in my mind.  There were 2 failures in the first instance: Losing the gun and no report being filed.

Maybe the fact that someone filed a report the second time -- as per department policy -- pissed off the chief. 

I think the officer who found the gun the first time AND THE CHIEF AS WELL should face disciplinary action for failing to report the matter.

If they want officers to learn from others' mistakes, that's how you do it. 

The lesson being taught is, "Cover for the chief, and you get rewarded for ignoring policy.  Report him per policy and you get punished."
