No.
Go to HPD, apply for PTA with gun information and sellers name, address and phone number. If you can provide a copy of the registration, that would help but not necessary. Pick up permit in two weeks(?), acquire gun and return to HPD in person to register.

Yes it is legal to ship the upper receiver to Hawaii directly to you. The lower receiver would require an FFL.

Power Valley has 714 8-pound jugs of Varget in stock . . . $389.00 each before freight & hazmat.
One hundred pounds of powder to Hawaii has a flat rate $450.00 freight / Hazmat fee. One 8 pound jug of Varget would be $425.99 landed. So is $53.25 / pound of Varget (x 8 for the jug) reasonable?

Went to register a rifle I got through a private sale today. Parked on Beretania close to Ward, a little after 4 PM, put an hour on the meter. Had 46 minutes left when I got back.

My situation is almost exactly the same as yours. My FFL long gun item was delivered yesterday but I haven't heard from my FFL. I contacted a couple of other gun shops and they said my permit is still valid until it expires.

Disregard the other guy. Your permit is still good until April of 2024.
I am sorry if I gave wrong information and Motorman has always been a reliable source. This is good news for me as my FFL item doesn't look like it will be here by the end of the year. The FFL holder I use told me my permit will be void after December 31 because of new requirements and he will store my item until I get a new permit.
