The competition will use the current Civilian Marksmanship Program Games Rifle and Pistol Competition Rules. The Course of Fire will consist of the first stage 5 sighting shots and 10 record shots in the prone position in 15 minutes, second stage 10 record shots in prone from the standing start position in 80 seconds, and third stage 10 record shots in the standing position in 10 minutes. The first stage will be fired within the 20-minute block of hot time. The second and third stages will be fired during the next 20-minute block of hot time. A total of 35 rounds are required.

Target scoring will be done using the Silver Mountain Target System home (silvermountaintargets.com). Match commands will be done using the club owned public address system. Six NRA SR-1 targets will be modified to conform to the current rifle range requirements for a target center to be 5 feet from the ground level. Competitors will need a smart phone or tablet and will score for each other. 2nd relay will score 1st relay, then switch when their turn to shoot.

No food will be served or consumed on or near the firing line or ready area.

Registration time is 7:45 am on match day at the Koko Head Rifle Range. Only 24 slots are available for this match. Match fee of $5 for members and $10 for non-members. $5 late fee if registering after the match starts

Alan Tokumura (1953-2014) was a prominent coach in Honolulu of high school competitive smallbore rifle and air rifle. I first met him McKinley High School smallbore rifle range in 1978. His coaching career spanned McKinley, Punahou, St. Louis, and Sacred Hearts. He regularly competed in the prone smallbore club competitions at Kokohead.

Competition / Marine Corps Marksmanship Competition Pacific 2023

This event is not open to the public. Non-military participants must be approved by the Commanding Officer of Marine Corps Base Hawaii.

The proposed dates are 23 January till 3 February 2023. I have not seen the Official Match Program to date, but there is usually a requirement for body armor and ballistic helmet.

I'll post more info as I get it.

This is a Marine Corps Marksmanship Competition is a training and competitive event that is held annually across every major Marine Corps post around the world. The Pu'uloa Rifle and Pistol Club is fortunate to send a 4 shooter team every year to train and compete along side of the Marines stationed in Hawaii. This year's focus is the new Annual Rifle Qualification (ARQ) that was implemented in October 2021. We are also training in run and gun techniques by the Marine Corps Shooting Team out of Quantico, VA.

This year the competition is running from 23 January till 4 February. The first week is the training and qualification with rifle and pistol at the Pu'uloa Range Training Facility in Ewa Beach. Monday 31 January is the start of the individual and team competitions at the Kaneohe Ranges. The awards ceremony is Friday 4 February 2022.

Marine Corps Base Hawaii has implemented new access requirements for anyone requesting access to the range which also affects the firearms registration process at the Provost Marshal Office.

Aloha Mr. Yuen,
Yes the MCBH Vehicle Registration will be able to register the weapons for the Pu'uloa Rifle and Pistol Club.  However; there are procedures that need to be followed prior to us registering the weapons. 

1) If the person(s) trying to access MCBH are active duty or a DOD CAC Civilians (White Stripe CAC Holders), regardless of where they are stationed, they will need to enter their EDIPI (DOD Number) on the base access request form.  If the person has never had their CAC scanned on MCBH or Camp Smith they may not be in our DBIDS database and we will reach out to you for their Social Security Number.  Anyone brining a weapon on MCBH/Camp Smith/Pu'uloa must have a NCIC (Criminal History) check done and to do this a social security number is required.  We will also check for local bench warrants.

2) If the person(s) trying to access MCBH is a military retiree, they will need to enter their EDIPI (DOD Number) on the base access request form.  If the person has never had their CAC scanned on MCBH or Camp Smith they may not be in our DBIDS database and we will reach out to you for their Social Security Number.  Anyone brining a weapon on MCBH/Camp Smith/Pu'uloa must have a NCIC (Criminal History Check) done and to do this a social security number is required.  We will also check for local bench warrants.

3) DOD CAC Contractors (Green Stripe CAC Holders), they will need to enter their EDIPI (DOD Number) on the base access request form.  If the person has never had their CAC scanned on MCBH or Camp Smith they may not be in our DBIDS database and we will reach out to you for their Social Security Number.  Anyone brining a weapon on MCBH/Camp Smith/Pu'uloa must have a NCIC (Criminal History Check) done and to do this a social security number is required.  We will also check for local bench warrants.

4) All other civilian visitors to MCB Hawaii/Pu'uloa, will require sponsorship.  This means they do not have access to our MCBH/Pu'uloa without having a military member, DOD Civilian or MCCS Employee vouch for their access to the base.  Civilian visitors must pre-enroll in DBIDS by going to https://dbids-global.dmdc.mil/enroll and providing the QR code to MCBH/Pu'uloa Sponsor.  The QR Code needs to be placed on the Base Access Request S-7 5532 Form.  If form is emailed it must be digitally signed with an Active Duty Military CAC or Civilian CAC (white stripe CACS ONLY) and submitted to  mcbkbaz.pmoservices@usmc.mil by a government email from the POC listed on the S-7 5532, or by taking it to PMO Bldg. 1095 on MCBH with your CAC.  If the civilian visitor is a foreign national you are required to turn in a copy of the civilian visitor's passport and visa if applicable or a front and back copy of their permanent resident card with the base access request to PMO.  Civilian Foreign Nationals/Permanent Residents are not permitted on MCBH/Pu'uloa for recreational activities unless they are being 100% escorted.
 ***Processing time for U.S. Citizens is a minimum of 5-10 business days, and Foreign Nationals are a minimum of 14 business days. If a civilian visitor says the website is not safe please have them go to:
https://www.dau.mil/faq/p/dod-pki-certificates and download the certificates in order to safely enter their information.
**Civilian Visitors using the DBIDS system for the first time, will need to complete the enrollment process at the main gate MCBH Passhouse or Camp Smith Passhouse by bringing their two primary forms of I.D.'s (U.S. Citizens are required to bring their original Social Security Card as one form of I.D.  Foreign Nationals will need to bring their passport OR permanent resident card as one form of I.D. and their social security card if applicable) - As a rule of thumb if the civilian visitor has not been to
MCBH since the installation of the DBIDS (September 2018), regardless of them having DBIDS on another base, have them pre-enroll in DBIDS anyway.

Once we have completed all checks on the members of the Pu'uloa Rifle and Pistol Club is when they will be permitted to register their weapons.

Competition Open To: USMC and other U.S Service Members. Civilian adults or supervised juniors (+16 years of age) members of PRPC, NRA, HRA or other State Shooting Associations. Membership to Pu’uloa Rifle & Pistol Club or the NRA is not required to participate. Non-membership as space permits. PRPC reserves the right to refuse entry to individuals.All civilian participants must be entered into https://dbids-global.dmdc.mil/enroll and must submit the QR code to the Match Director 10 days prior to the event. Military competitors must submit their DOD ID EDIPI number to the Match Director.

Failure to do so will result in a disqualification, forfeit fees/awards or barred from future PRPC activities. We are guests of the USMC and our future PRPC activities depend on all of our actions.

Awards

NRA Awards. A specially designed medallion, brassard and lapel pin will be awarded to each individual who successfully completes the requirement for the Distinguished Badge.

16 Nov 19   NRA High Power Rifle and F Class T-R Mid-Range Prone Match 600 Aggregate: 300, 500, 600 yards, Pu’uloa A Range.
17 Nov 19   CMP EIC Rifle 500 Aggregate: 200, 300, 600 yards, Pu’uloa A Range.

14 Dec 19   CMP As-Issued Military (Vintage) Rifle Match, Course B 50 rounds, 200 yards, Pu’uloa A Range (Awards Ceremony and BBQ at the G Range will follow).

All participants must register by email to puuloaclub@gmail.com to confirm attendance.

All weapons fired at MCBH ranges must be registered with the provost marshal.

Rifle calibers are limited to 5.56 NATO (.223 Remington), 7.62 NATO (.308 Winchester), .30 Cal US (30-06 Springfield).

Vehicles entering MCBH facilities must have a pass.

*Known Distance Rifle Practice: 200 yards (10 rounds slow fire any position in 10 minutes, 2x10 rounds rapid fire sitting, 60 seconds), 300 yards (10 rounds slow fire any position, 2x10 rounds rapid fire prone, 70 seconds) , 500 yards (10 rounds slow fire prone in 10 minutes), 600 yards (20 rounds slow fire prone in 20 minutes).

NRA-Approved 1800 (.22 and Centerfire) Precision Pistol Match $10.00. Registration is at 7:30.

The Chinese Gun Club will be hosting a Fun Match on Saturday 17 November at Koko Head Pistol Range.

This will be a 3 x National Match Course.

Registration time is 7:30 am.
