here is a summary of how to do it from someone on fb:

Register to submit testimony:

1. Go to website: https://www.capitol.hawaii.gov/home.aspx

2. On right side click on Testimony and Login help Or go to website https://www.capitol.hawaii.gov/help.aspx

3. On the left side toolbar under “General Help” click on “I would like to register for an account” and it will bring up instructions on how to register. or go to website https://www.capitol.hawaii.gov/login/register.aspx

4. Enter the requested info into the registration page, check the box the you understand and agree to the terms, then click “Create User”

5. An email will be sent to you in which you need to click the link in the email to confirm. When you click the link it will bring you back to the website advising account confirmed.

6. Now Sign In by clicking link at top right of page using the email and password you created.

7. To be sent notifications of hearings for specific bills on your home page after you sign in, click on “Hearing Notification” button located in the center of the page.

8. It will bring up a page where you enter each bill (one at a time) into the box and click “add”. Once you click “add” the bill will be added to the list.

9. Please take immediate action to submit testimony once you receive hearing notification as from recent measures I’ve seen it appears that the hearing notices are being posted only 5 calendar days (not business days) before the hearing is set.
