Oahu CCW rules completed

Mayor Rick signed them on 11/10/22 and eff 11/20/22.

"Class" needs to be done every 2 years

Max 90 days prior to expiration

4 hour lecture
Written multiple choice and a 70% passing score

Shooting test: "NRA certified target" (not specific so silloutte, B8, etc...) 75 of 125 points

(i) Three-yard line: 2 rounds in 6 seconds from the applicant’s
holster; three times (6 rounds / 4 second draw — 2 second split).

(ii) Five-yard line: 2 rounds in 6 seconds from the applicant’s holster;
two times (4 rounds / 4 second draw — 2 second split).

(iii) Seven-yard line: 5 rounds in 13 seconds from the applicant’s
holster; one time (5 rounds / 4 second draw — 2.25 second split).

(iv) Ten-yard line: 5 rounds in 15 seconds from the applicant’s holster;
one time (5 rounds / 4 second draw — 2.75 second split).

(v) Fifteen-yard line: 5 rounds in 20 seconds from the applicant’s
holster; one time (5 rounds / 4 second draw — 4 second split).


For multiple guns, just the shooting portion needs to be done.


Still can't carry more than 1 gun.
No can have any booze while CCWing. Compared to other states where it's like a car and BAC of less than 0.08% is allowed.
No type 2 holster.

The new rules still suck.

Forgot that instructors need to be approved by HPD.  So lets see how long that takes from 11/20/22 if people apply to teach on this date.

The average gun owner who doesn't do USPSA or other advanced training or competition will not understand the terms and requirement they must know to pass -- e.g. 6 rounds / 4 second draw — 2 second split.

Expecting someone to practice qualifications they don't understand is not reasonable.

So, you show up for class, sit through 4 hours of lecture, take a written test, and then do the live fire test with no time to practice the firearm skills you learned in class.

The 7 ring for the NRA B29 target is 10 inches by 6 inches.  All hits on this or within would be a passing of 87 points.  You could drop 1 of the 25 shots and still make 80 of the 75 needed.  Then you can miss more at 15 yards if you get 10's and 9's at the closer distances.

So the goal is to get 10's at 3; 5; and 7 yards. Then you can miss all the rest (10 and 15 yards).

IIRC, the FBI (or maybe was US Marshals) was on B29 or similar.

Anywhere to read the final rules?  I had concerns about some of the criteria for both issue and revocation that were in the original proposal…

If the qual is 25 shots with a max score of 125, then the max points per shot would be 5.  I suspect they may score using the “qualification”-style scoring as shown on a B-27 target, where anything inside the 8-ring is 5 points, 7-ring is 4 points, and on black outside the 7-ring is 3 points (see attachment).  In that case, as long as you can put shots inside the 8-ring at 7 yards, you’re golden… and if it’s a B-27 target (full-size silhouette), the 8-ring is approximately 12 x 17 inches (roughly two sheets of printer paper, landscape orientation, stacked).  If you can’t reliably hit that at 7 yards, I’m not sure I want you carrying around me or my family.   :shake:

If they use a half-size (like a B-34), it would be about 6 x 8.5 inches.  A B-29 would be 1/3 size, or about 4 x 6 inches, which would be mighty sporty at 15 yards.

I better get out and practice. I'm gonna shoot low at 3 and 5 yards trying to hit 10s under pressure, probably. Were there any rules about "clearing garment's" on the draw? Or, can I just do one of those Western poncho things and tuck my shirt inside my IWB holster so I can just pull?

I think most indoor ranges here will go out to 20-25m

7 point is 7x10 decreasing 1" per +point.


B-29 is 50-foot silhouette; B-34 is 25-yard.

Dunno about X-Ring, but 808 is 15 yards.  20-25 m ranges would be awesome though.
