The sister bill HB2075 is up for hearing on the House side on Tuesday.  It is the exact same bill as SB3043 so you can revise and submit the same testimony again.  I give it a 33% chance it'll pass JHA with stuff that we oppose, if we put up a strong fight and get more live testimonies in opposition.

Hearing on Monday WTL for SB3320 destruction/control of feral pigs.   Like the Maui deer, pigs are overpopulated in some areas that destroy forests and sometimes attack people.  Not sure what the hunting communities view on this is.
 
Hearing on 2-9-22 HB2445 Volunteer month.  This is a good one to support and represent the 2A community.  Many people volunteer to run the 2A activities.  2A club officers, trainers, RSO's running range activities, 2A activisim with DC Project/HIFICO/HRA, USPSA clubs, gun show, Friends of the NRA Banquet.  Volunteers keep the 2A alive in Hawaii.  Please submit testimony for this on behalf of your favorite club and volunteers.

Pretty slow legislative session for 2A bills this year.

Yesterday was the first lateral deadline, bills needing 2 or more committee hearings are dead though sometimes there's ways around that. 
SB2738 Electric Gun Prohibited Places died, could mean they're not interested in it.  SB2994 DLNR Report on the Palila Bird (for mauna kea hunting) unfortunately died too, the hunters wanted to use it to restore sheep hunting on Mauna Kea. 

HB1732 Electric gun prohibited places, had a cancelled hearing earlier.  It may not advance considering the Senate version died and the recent Kapolei police station murder would result in public backlash.

HB2075 In person firearms registration is still awaiting the committee report from 2 weeks ago.  I'm not sure why it's taking so long, maybe they're having second thoughts on it with the continuing judicial proceedings or waiting to see if the 9th Circuit takes the appeal.  There's still a lot going in our favor as the Senate PSM committee will probably not take it up or defer it again (SB3043), it's still currently unconstitutional, good chance State will lose in the 9th Circuit, and the upcoming 2A SCOTUS decision could seal the deal on it.

HB2464 - no duty to retreat, has a March 4th deadline for a hearing.  we may have to do a call in next week to support it.

The firearms and hunting community did a successful call in to schedule hearings for these next 3 bills.  These bills would've died with the deadline if not for the call in.

HB1872/SB3299 Food Security bills are advancing though the added DLNR amendments watered it down against the wishes of the hunting community.  This bill would add another layer of protection against the loss of game animals and hunting lands.

SB3298 Big Island range working group will advance and it has support from all the legislators.  Except for my new Aiea Senator Masalucha, she was the only one to vote with reservations.  Probably anti-gun.

Nice.  Looks like these past years of covid nonsense has pissed off so many voters that these legislators don’t want to continue to alienate potential votes.

Hopefully people remember and vote accordingly.

OPPOSE HB1732 Prohibited places for electric guns.  There is the original bill which bans electric guns near and in government buildings and transit sites.  Now there is a new proposed HD1 version which clarifies the bill and prohibits electric guns in or on the grounds of government buildings, public schools,, transit stations (excluding bus stops) and on buses/mass transit.

SUPPORT HB2464 simply removes the duty to retreat when using deadly force for self-defense.

Get your testimonies in.

Key bills have been reported and cleared the committees and are up for their 2nd reading floor vote today or tomorrow, and 3rd reading on Tuesday.  You have to contact your district house representatives.  We have some opposition in the House on HB1732 and HB2075,  and some support for HB2464.

Last week HB1732 Electric guns had it's first committee hearing with proposed HD1 which changed the "near" government buildings to the grounds of.  It only had 1 supporting testimony and lots of opposition.  HPD opposed the bill.  Lopresti, normally anti gun, gave a story of how his family was confronted by a criminal in Chinatown and made him see why self-defense is important.  Vote was close, 6 to 4 to advance it.  Just one more no vote would've killed it.  Noes were Lopresti, McKelvey, Tokioka, and Ward.

HB2464 no duty to retreat also had a hearing at the same time.  There were overwhelming supporting testimonies and about 10 opposition testimonies from anti-gun groups, and around 10 opposition from gun rights people that meant to support it.  That could've been a costly mistake, not sure why there were so many mistakes.  No testimony was submitted by the AG, HPD, or other agencies which surprised everyone, including the legislators.   The bill advanced with another close vote 6 to 4 with Noes to D Kobayashi, Lowen, McKelvey, and Takumi.

Overall odds are against us on these two bills, but we have a fair chance of defeating HB1732 if we can get lots, 1,000 people, to call in.  Same is true for passing HB2464.

Lowen is my  "rep" and has been very quiet in newsletters about self defense and 2A issues.  She sends out wimpy newsletters looking for feedback without a peep about 2A issues.

The time I told her the racket from barely muffled Harleys and diesel trucks using air brakes was ruining the place.  She blew it off "I heard 'loud pipes save lives' "  Nothing but something she heard or read.   Thanks, liberal, for ignoring the cause of the disturbance.   Figure she was all against those horrible fireworks, though.

Rhoads does what Rhoads does.  He took out the 30 day permits, and made the registration changes temporary for 3 years to force it through the court appeals.  A good SCOTUS decision within the next 2 months could win this for us.

HB3298 Big Island shooting range planning group.
HB1872 Recognizing game mammals and birds as a important food source.
These bills passed through the legislature with your support.  HB3298 was signed into law yesterday and HB1872 was not placed on the Intent to Veto list.  The Big Island range project has been in the works for over 10 years by On Target Hawaii and has faced setbacks, but the work continues on thanks to this bill.  Thanks to Hawaii County GMAC and hunters for introducing HB1872 to protect hunting traditions in Hawaii.

Anti-gun bills passed:
On June 3rd Governor Ige signed into law HB2075 Requiring in-person inspection/registration for firearms acquired from out of state, person to person, or assembled with engraved registration numbers.  This conflicts with the Federal District Court's ruling in Yukutake v Connors which struck down the requirement as unconstitutional.  Honolulu Police Department has updated their website to reflect the changes.  It is unknown if other county's are following.  Firearms acquired through FFL's may still be registered remotely and are exempt from the in-person inspection/registration requirement
We are confident that we will prevail in the 9th Circuit Court of Appeals in Yukutake v Connors.
