Our infrastructure has been vulnerable to attack for decades. 

Many warned the gov't of it, but ours is a reactive gov't.

It's better to solve existing problems than prevent them from happening, no matter who gets hurt in the process.

I mean, how can you use an attack on the power grid to get votes if your efforts to prevent one worked?
