What's the definition of "pragmatic steps to ensure survival"? Me taking other peoples' stuff.
Pretty close to what I was thinking. 

Looting is folks taking stuff from stores in an opportunistic manner, for "free" stuff.  It's stealing or robbery when taking stuff from people, houses, private businesses, etc. 

Survival is acquiring (taking) stuff that you need to survive.  Not just for "free" stuff. 

If it's obvious that a place is deserted and it's a survival and apocalypse type situation, it's scavenging.

Police, "Looters will be dealt with Harshly"

Yes, in TX, you can protect your property with deadly force, unlike here in Hawaii.  My law professor did a case study in TX.  A guy parked his truck a few blocks away.  He saw 3 guys trying to break in.  He took out his rifle and killed some.  Cops asked him 1 question: "is this your truck?".  No charges brought against him.
