What is required to purchase a pistol from a “private” individual who is not an FFL?  Is a 4473 required?

No.
Go to HPD, apply for PTA with gun information and sellers name, address and phone number. If you can provide a copy of the registration, that would help but not necessary. Pick up permit in two weeks(?), acquire gun and return to HPD in person to register.

Don’t forget that your old affidavit is now invalid.  So you have to take a class from one of the HPD approved trainers to get a new affidavit needed to apply for a pistol permit

After the PTA is picked up, can you register it online with HPD?  What do you do with the PTA paperwork?

for personal purchase, you can't register online.  need to go in person to HPD

A lot of people never did a private sale before.  Most new buyers get guns from the store.  More experienced ones buy used when they know what they're doing.

Sorry it was a rhetorical question.

Im saying that this should be taught during the basic firearms course. Along with all the other laws that a firearms owner should know. I cant tell you how many times Ive been at the PTA side at HPD and had people come in who didnt even know how to purchase a gun from a store.
