Not class space, I teach the class portion at my house, utilize KHSC for the range and the silhouette side is the way to go.  Technically you could setup a table, tent and some chairs on the grass and teach the class portion there if you wanted to.

It's a tad on the illegal side to use parks for commercial purposes without proper permitting.

If you are making a profit from your classes, then you're supposed to be getting a permit and paying fees.  I don't think anyone does it though, except the groups that reserve the action bays, Chinese gun club, silhouette club, and other stuff that actually reserve the range.

If you're not making a profit, then you wouldn't need a permit unless there's an unusual situation.

This is exactly correct.  While you see people doing it, it is not legal and people, being people, could screw things up for everyone.

Central Guns & Ammo on Maui is holding instructor classes.  I'm considering attending the rifle class.

Range Safety Officer March 10-11
Basic Instructor Training April 8
Pistol Instructor April 14-15
Shotgun Instructor May 6 or 20th
Rifle instructor May 12-13

Also in other news, Lockton, the insurer of NRA instructors, is no longer issuing NRA endorsed insurance.  Not sure if they will continue issuing insurance policies or if there are other affordable alternatives.

I'll look into it for myself and my students.  Good to see they're a partner with the NRA and NSSF.  I still got 10 more months on my current insurance policy with Locton.

To add, my agent and everyone there has been very friendly and prompt with all my requests.  I used to email them when necessary and they would send my Certificate of Insurance (COI) immediately to any entity/facility where I would be training that requested a copy.  Now they provide clients with their own copy to send.

          (B)  Education on the firearm laws of the State.
          An affidavit signed by the certified firearms instructor who conducted or taught the course, providing the name, address, and phone number of the instructor and attesting to the successful completion of the course by the applicant shall constitute evidence of certified successful completion under this paragraph.

DLNR offers a "hybrid" class that lets you take the video portion online, then attend the classroom portion and pass a test.  It's reasonable to believe courses by NRA instructors could be done the same way if a legislator submits the change to the law.

You should inquire with the PD firearms sections in each county and if they approve, get it in writing.  The term classroom instruction is up to interpretation.  As Flapp suggested, it's better to amend the law in the 2019 session.  You can put your suggestion here: https://2ahawaii.com/index.php?topic=30678.0.

NRA is starting a new CCW course that can be customized for each states requirements.  It will be taught to NRA training counselors in 2018.  They're giving a free class to TCs at the NRA annual meeting in Dallas next month so ill hopefully be able to take it and teach instructors here.

NRA is teaching the Training Counselors at several events in 2018, then the TC's will teach other instructors.  The course is modular from 1 to 16 hours, allows the addition of State specific instruction, and choice to include livefire or not.  I plan on teaching a student course when I get back, then train TC's and instructors later this summer. 

Requirements to take the NRA CCW instructor class are:
1.  NRA Basic Pistol instructor
2.  Have a current BIT or be a TC
3.  Take the NRA CCW student class


Advantages over the old NRA Personal Protection Outside the Home course:
1.  Instructors can take 1 less class for instructor credentials (PPOTH required Instructor course in PPITH)
2.  Flexibility in hours required to teach the course, could be done in one day instead of 2.
3.  No requirement to be a LEO or attorney to teach the law portion of the class.
4.  Live fire is not required.

I still recommend having a live fire portion to any CCW class though since most people don't get any training on self-defense shooting.
