I wish I could build a bunker but there are so many huge boulders and no way to get a big enough machine in my back yard to dig up a space for an underground bunker. Best I could do is make a small cinder block enclosure under my house

The bigger question is would the city/state allow you to build a bunker.  I know a few guys who has tried and were denied building permits for a "basement".

Even if you could obtain a permit, a structural engineer told me in 2007 that the soil in HI would not generally support a basement. He had a query from a mainlander (Northeast USA) who wanted to build a home with a basement in Honolulu. Sure, if he were a corporation with tens of millions of dollars, and a licensed architect and construction company, they might be able to do it.
