Apparently, Joe did not know who the individuals were getting his executive-issued pardons.  He approved the CRITERIA the people requesting pardons had to meet, his staff approved them, and a staffer used to auto-pen to sign them.  The only one Biden handled personally was his son's.

I don't think the Constitution allows the President to delegate pardon authority to anyone else.
