If they really wanted to push it, they could create "loop holes" like how they did with senstive places when the state had to issue CCW"s.

Just an example of how HI likes to get "cute" with stuff, they also try to only allow you to buy ammo for the caliber of gun that you have registered to you.  They've tried a few times to pass this as well.
