That's an awkward question as a rifle will shoot as accurately without a scope. The scope is nothing more than an interface between the shooter and where the gun will shoot. Put that same rifle in a machine rest and it will still shoot to its constructed accuracy. All those large groups are all shooter error. Notice that he is using the scope as a sight AND as a spotter so he is moving that magnification between groups. His shooting position definitely changed in between groups.
I know of several national shooters that have won matches with a 4x scope out to 600 yards.
