city budget- koko crater trail and KHSC

re: mayor caldwell’s 2020 proposed budget
here’s a link with the highlights:
https://www.khon2.com/news/local-news/mayor-caldwell-proposes-28b-operating-budget-for-fy20/1821343097

the most critical point regarding the koko head shooting complex is the $1 million dollars proposed for the “improvement of the Koko Head Trail”
nicer trail = more people, which may result in pressure to close or limit activity at the range

this is just a proposal, it has to get through the City Council

find out who your councilperson is and their  contact info here:
http://www.honolulu.gov/component/content/article/172-site-ccl-cat/1740-ccl-view-council-members.html?Itemid=597

please be constructive, for example matching funds for the range since it is one of the most used parks in the state

In 2008, the city posted signs closing the hiking trail, citing among other issues safety concerns with the shooting range location:

Quote
"The issue we at the Parks Department face is to either close the shooting range or to discourage and make people
aware of the significant danger they face when hiking up the abandoned railroad tracks, and we've opted for the latter,"
he said in the release.

Although there hasn't been a reported hazardous incident, the increased use of the trail has raised concerns, the release said.

Less than half an hour later, Chang issued a second release saying he "had acted prematurely by having (the signs) posted without
consulting the community first." The signs would come down, he said.

The city's statement raises questions about whether the shooting range is a danger not only to hikers but to people in nearby
residential areas, Hawai'i Kai Neighborhood Board chairman Greg Knudsen said yesterday.

http://the.honoluluadvertiser.com/article/2008/Feb/16/ln/hawaii802160341.html

Eleven years later, with no injuries or deaths from range-related accidents to hikers, is it still a real danger?
"How can you diagnose someone with an obsessive-compulsive disorder
and then act as though I had some choice about barging in?"

It may be an opportunity for us to get support from the trail users to fund renovations and safety improvements at the range.  Both the trail and range can coexist safely and both share problems with funding, maintenance, safety, educating users, and allowing volunteers to do maintenance

I support the idea of co existence with the trail organization but I'm wary they would want the same. I can guess that they would want to shut the range down in favor of the trail. Parking is crowded in the park area and some trail goers have parked in the range parking and walked up the trail from the pistol side.

everyone PLEASE email the city council
I have had responses from 2 members asking for feedback (Ikaika Anderson, Michael Formby)
the budget will be worked on over the next few weeks
the more people that speak up, the better chance we have at getting some budget for the range
if the ask for specific suggestions, you can give them, or just tell them that you support the suggestions of the people they are already speaking with

Me and Macsak met with Jane (President) and Doug from the Kokonut Koalition, the organization that wants to improve the Koko Head trail.  The gun community had concerns that improvements to the trail could mean shutting down the range due to safety.

Jane and Doug are avid gun rights supporters and shot guns in New Mexico where they lived before.  They were very nice and we talked about Hawaii's gun control climate and how to change it.  They have no concerns over safety at the range and haven't heard any concerns from trail users in the past except for about 10 years ago.  It was reassuring to hear that and know that they support the range.

They talked about the processes they have to go through to get city approval to either maintain the trail through volunteers or have the city fund it.  Either way is very time consuming (years of planning), costly, and with a low chance of success.  The million dollars budgeted by the city is just going towards engineering and planning, not actual improvements.  They compared the process to a similar stairs project in Colorado (https://www.visitcos.com/things-to-do/outdoors/manitou-incline-near-colorado-springs-colorado/) and how it is significantly easier, cheaper, and receives more support there.

We learned some tips from them on what we have to do and who to contact for range improvements as both projects are very similar.

Just received confirmation from Kokonut Koalition that the million dollars is going towards the engineering study, and has direct support from the Mayor.

4d chess guys. Improve trail will be more traffic. No long b4 shells (trolling) found on trail.
Shut down range. Not today or tomorrow, but long down the road, hence 4d chess.

Hello,

Please allot money from the budget to improve Kokohead Shooting Complex.

It is in sore need of major upgrades and repairs.  It is a widely used and very important park for Oahu residents to practice safe firearms handling and use.  I've seen $1 million being allotted to improve the hiking trail?  Is this correct?  What amount can go to the improvement to Kokohead shooting complex?

I support the 2nd amendment and I am a voter.

Thank you

You forgot to mention that it’s also the states safest park (I’m just talking out of my ass, but I’d put smart money on it being the best smelling.)

Emailed.

It helps when the President uses the Kokohead Trail. The Makapuu trail got a make over after Obama hiked the trail with his daughters. What we need is for Trump to visit the range. No guns of course. I wonder if the SS guarded the range in the morning to ensure no one was shooting while Obama climbed the trail.

Kokonut Coalition got their one million dollars from the mayor for trail improvement planning.  Gotta follow their process if we want range improvements.

This would actually go toward the trail because if they can increase traffic there, "range is to close and a danger".  4D chess.

The $1million for the Koko Head Trail improvements was approved in the city budget.  There will be a meeting about it with the city council members and Kokonuts Koalition.  Would like a few people to attend and provide input.

$2.3 million budgeted for KHSC range safety improvements and maintenance.  Not a whole lot, but it's a good start.

Koko Head Tram (trail) project is advancing.
