I have only recently really looked into what is going on.

I took a kind of hiatus because of information overload.

In the context of the SHUTDOWN here is what (allegedly) is the REAL PLAN (not really the wall).

To show the American people that the bloated government can actually operate without the bloat.

If true, it means the shutdown is permanent. Which is why Trump alluded to possible YEARS of shutdown.
