I guess it depends on how much of the firearm industry relies on exports for revenue.  An entire quarter with no export sales could be a big dent in a company's ability to operate without laying people off.

372,683 handguns
432,510 rifles
  84,997 shotguns
    7,573 muzzle-loaders

One quarter (90 days) on average would be 224,440 units, so about a quarter of a million firearms.

In 2023, the US ammunition industry exported:

789,169,246 cartridges
  44,964,936 shotgun shells
--------------------------------------
834,134,182 total rounds

One quarter on average is 208,533,545 rounds of ammo.

Not small numbers considering how few manufacturers of guns and ammo are in the US.

But we all know this can be applied to all behaviors.  Just look at our society now.

Our founding forefathers were afraid of mob rule.  Which is why we have a constitution and a government based on the principles of a Republic.
