Judging from how (the Police Commission) acted on a potential member - most likely not. These people perpetuate the same ideologies of denying CCW to Hawaii citizens along with themes of systemic racism.

State Reps. Adrian Tam and Jeanne Kapela both put out statements calling for Ignas’s rejection or withdrawal. Council Chair Tommy Waters told the Honolulu Star-Advertiser that Ignas’s responses were “insensitive, offensive and frankly, ignorant.”

On Friday morning, Kiaaina said she never intended to “trap” Ignas in an answer.

“That was a simple question,” she said. “Quite frankly I was stunned by the answer … It was revealing.”

She said she is pleased that Ignas has withdrawn.

“While we are different than the mainland, we clearly have racial discrimination going on here in Hawaii,” she said. “Native Hawaiian and Pacific Islanders are disproportionately represented both in our prison population as well as our homeless population. We as policymakers have the job to ensure that we can address those societal challenges.”

Commission Chair Shannon Alivado said on Friday morning on the Honolulu Star-Advertiser’s “Spotlight” program that Ignas’s comments were “somewhat alarming and concerning.” She said there is “no doubt” that racism exists in Hawaii.

I have a theory.

The police commission last year was less than thrilled with Ballard's continued policy of summarily denying all CCW applications.  The statistics are now being used in court to accused the state of enforcing a defacto ban on all carry -- concealed and not.  This, after CA was dragged into court over the exact same "good cause" requirement.  Having a "shall issue" law but requiring a "need" for CCW that's evaluated solely by the police chief has been deemed unconstitutional.  On top of that, when asked by the commission, Ballard could not produce any standards or guidelines used by her office to evaluate the applicant's "needs", which smacks of 100% pure subjective "whims" versus objective analysis.  Therefore, the Hawaii police chiefs are setting the state up to be sued for violation of civil rights. 

The commission asked Ballard what she is doing to "solve" the problem.  She had no answer, mainly because she thought there was no problem.  She was doing what her bosses wanted -- limiting the number of (legal) "guns on the street" to Law Enforcement exclusively.  In short, the members of the commission are afraid if the Supreme Court and the Justice Department have to tell Hawaii how to run their state's gun laws, they are going to lose control -- as in "gun control."

The next chief is going to have to address the criticisms Ballard was hit with during her administration, which will include the CCW policy.  It's quite possible a few applications for "extreme circumstances" may be approved just to avoid the accusation that Hawaii is a :No Issue" state.

No chance.  Sad to say.

Maybe a "good, bad" thing needs to happen here in skittish Hawaii.  Maybe we need a period where all hell breaks loose and murder, rape, robbery, home invasions, and civil unrest occurs to the point where HPD is hiding and cowering in fear, unable to control the chaos.

Maybe then things will change but again, maybe it will be too late.

Sometimes you gotta know when to save your bullets.

You think Ballard still carries a firearm or since she is no longer an active LEO she leaves it home to keep the streets more safe?  HPD sure seems trigger happy lately.

Everyone is waiting the young v HI outcome. To file now would just waste $ because judges would put new ccw case on hold pending young. Correct me if im wrong or missing something.
