I went on a Wednesday for standby.  They only gave 10 people a stand in line pass.  All 10 were done by 10am-1030.  There was only one person that had an appointment show up.  The others where a no show.  I talked to one of the officer doing the PTA and he said that is normal for people not to show up.  He also said that if people showed up as walk-in and there was no one with appointments waiting, they would take them.  BTW the person giving out the pass is not one of the officers doing the PTA.  Also, PTA officers didn’t even ask to see my pass.  They waived me in and started asking for paperwork.

Try the Friday standby.  Even if your not one of ten, you still might make it in if no appointments show up.  Just fall in line after the 10th person.

What time does a person go to hpd for this?

Would i have to stay all day?

MWF is walk in.  There is a line that starts at 7am and HPD allows the first 50 people to sign the roster and get a pass.  Then at 8am those 50 people line up at the PTA side and HPD starts processing.

TuThur is stand by.  People with online reservation for that day/time have priority.  Standby people line up at 7am and HPD will allow the first 10 people to get a pass.  At 8am the 10 people line up at the PTA side and wait.  If a person with a reservation doesn’t show, HPD takes a person in the standby line.

People in the walk in and standby started lining up at 600am.  I arrived at 630 Wednesday standby and I was number 5.  I heard the walk in filled up by 730am.  HPD doesn’t start giving out pass until 7am.

I just wanted to clarify so if other people decide to read this thread then they wont go on the wrong days.

I actually called them bout 10 minutes ago asking bout something else. Lol

You know what was sad besides all those people (me included on tuesday) that was turned away so early in the morning?  The fact that people showed up after 7 when all the disappointed people left.  They stood innocently in the PTA line with their paperwork not knowing that they needed a time slot.

They probably was so happy and excited seeing only a few people (the time slot holders) then were devastated when the PTA cop came out and denied them and told them to come another day and to come early to get a chance.

On Thursday while I was in the PTA line (already had my time slot) two people were waiting with me.  I thought they had time slots and had to endure their sad faces when the PTA cop denied them access.

I cannot believe law abiding citizens are being put through this crazy meat grinder just to exercise their 2a rights.

But I am happy that, like me, they won't give these anti-gun people the satisfaction of giving up.  Of course I am referring to our political leaders, not the cops who are just doing their job.

If they really wanted to "help" the situation, why not open up the satellite city hall facilities for permit applications?

That would be problematic, as fingerprint machines are not cheap, and they have to be secure enough that your personal identifiable information (PII) is not leaked in any way. All 10 fingers have to be scanned, and it has to be done right. I would not want some junior clerk doing this. The Satellites might be useful on permit applications after the first one, but lawyers and security specialists would need to vet the process.

Send 1st timers to HPD.  Fingerprinting is only done one time.

BTW, fingerprinting is simple.  I earned my fingerprint merit badge long before electronic fingerprint machines existed -- all ink and rollers.

I had the local Chief of Police sign off on my merit badge.  He was a member of my church and father to two another scouts, so I had an "in".   :thumbsup:

Fingerprints can be obtained from anything you touch.  I don't see the fear of having your fingerprints "leaked."  There are probably "junior clerks" managing your information after it is collected.

The process is already vetted.  Just need to replicate what's at HPD to the other locations if fingerprinting machines are going to be made available there.

Flapp, I had a question about submitting a second PTA application several days after the first one was submitted. Mandatory 14 day investigation on the first application is still in progress. Do I get hit by a second Rapback fee?  :wave:

Once you're in the system as having paid for fingerprinting and RAPBACK, all subsequent permit applications are no-cost (at least until they change the system again).

If you think you'll have a problem due to how close together your visits are, just show them your receipt or credit card app with the payment amount.  But, I really don't think you'll run into that.

They write "paid rapback" in the system. Or its checkmarked you paid rapback.

I paid my rapback backbin 2017. Let my permit expire and just did my long guns again last year. On my new (2020) long gun permit they wrote the exact date i paid.. Lol.

True dat. Went this morning (Sept. 8) and only three people plus one guy with an old appointment wanted to initiate the permit to acquire (PTA) process. Thankfully, I did not have to pay twice for rapback.

It shocked me that over 20 other people wanted to register their weapons. The Labor Day weekend created a mighty big backlog.

I have a question about parking below the police station, on the P3 level. Does the metering system only care about people who use the stalls between 8:30 AM and 4:30 PM? In other words, can you park for free before 8:30 AM?

According to Honolulu parking ordinances, HPD has a time limit of 2 hrs for metered parking.  Cost is $1.50/hr, so $3.00 max.  On-street parking in Honolulu is enforced from Monday to Saturday from 7am to 6 pm.  Parking is free on Sunday and State holidays.  From what I can find, that ONLY applies to on-street parking, not metered facilities.

Since the HPD garage is off-street, it's up to the police department to set enforcement schedules.  The only documentation I see covers permit-decal parking.  Those times are 0730-1630.

Just reading the link and PTA for long guns, does one need to purchase a rifle first? Get the info for the rifle and then apply for a long gun permit? I forgot how this work. I know my long gun permit is expired already 3 years later. I was wanting to apply for another long gun permit before I purchase. I’m planning on ordering online and have it sent to a authorized FFL dealer or a lgs. Then register it when it arrives.

long guns need to get permit first before buying the gun
but if you order online you can, then the FFL or LGS will hold your rifle until you get your long gun permit.  need to show LGS / FFL the long gun permit, and you can take it home that day and take it to register at HPD. 
I'm not sure if they set up their online registering yet
