Bill 220 Draft 3 passed the county council this morning and will go to the Mayor for his signature. They tried to pass some amendments, but I missed the vote on some of them.
One of the amendments that failed was to require the "guns allowed" sign at public accommodations, basically any private property open to the public. This had failed previously, but Ms Kimball tried it again.
The other two amendments which I'm not sure what the status was, is places (a)(1), (2), (3) the administrator could exempt someone from the ban on an individual basis. For example, if a private school wanted to allow parents to carry guns, they would have to give permission by name to those parents.
The other was banning guns at demonstrations, events, etc if there is a no guns allowed sign.
The historical reasoning that was given by their counsel was that Hawaii County did not have carry historically, so people and the business owners aren't used to it, so they can pass Bill 220.
