Hearing for Bill 220 before the main county council, first reading.  November 2 at 9am. Please submit your written testimony per instructions in the agenda.  Also do a zoom or in person testimony if possible, but the hearing will likely take all day, and it will likely take a while before it's your turn to testify.

Issues I see:
1.  Under the influence says any amount of alcohol and doesn't exclude residence.
2.  Not sure if guns can be banned from medical facilities per history, especially places like a minute clinic.
3.  places for educational purposes sounds vague.
4.  daycare centers, parks, playgrounds, places where children gather, etc are unconstitutional.

There's still other things that are going through the courts now, like banning guns in churches unless they authorize it, seems like it's on very shaky ground.

And for places that may be constitutional to ban guns, just because you can doesn't mean you should.

County council 2nd reading of Bill 220 is coming up on November 16th.  This draft has restored some of the banned places that were previously removed.  Get those written testimonies in ,you will need to resubmit based on the newest draft even if you submitted prior testimony.  Do the Zoom testimony if you are able to, you'll likely be testifying sometime between 9:30 to 11:30.  For those living on the Big Island, contact your council member.

She is the one that had an emotional breakdown in chambers about a mainland school shooting
totally unrelated to this bill. Useless to talk to.  Democrat Part member.
I've figured out why so many liberals love Hawaii,  They can get any stupid fuking Progressive law passed
that they want and we don't do anything Kinetic about it.
That is a curious thing.
I guess we are too comfortable.

Kimball?  Yea she would make a great Mom's Demand Action spokesperson.  She's the one who spent 3 hours of the councils time going over amendments in the last hearing. Each banned place previously removed was an amendment she wanted to put back on.  2 of them passed and were added back on.

About 1/3rd of the council is very antigun, 1/3rd tend towards progun, and rest are in the middle.

Felons and crazies don't obey the law, but we do.

Bill 220 Draft 3 passed the county council this morning and will go to the Mayor for his signature.  They tried to pass some amendments, but I missed the vote on some of them.
One of the amendments that failed was to require the "guns allowed" sign at public accommodations, basically any private property open to the public.  This had failed previously, but Ms Kimball tried it again.

The other two amendments which I'm not sure what the status was, is places (a)(1), (2), (3) the administrator could exempt someone from the ban on an individual basis.  For example, if a private school wanted to allow parents to carry guns, they would have to give permission by name to those parents.

The other was banning guns at demonstrations, events, etc if there is a no guns allowed sign.

The historical reasoning that was given by their counsel was that Hawaii County did not have carry historically, so people and the business owners aren't used to it, so they can pass Bill 220.

At least any lawyer who sues can get paid since there's no sovereign immunity for city counsel ordinances. This should also be an easy win esp with the no 1A and no 2A combined right.

Home, your place of business and where you are specifically given permission.  As I stated before, getting a CCW permit is a waste of time under the present regulations.
