This is a tough spot.  Typical ROE for this situation would state you cannot fire until fired upon or at most liberal, if  you feel threatened.  Acting weird would be a stretch vs seeing the IED on the guy or a weapon.

Imagine if he was wrong about the SVIED.  Its amazing he had time to call psyops and for command to arrive and still no boom yet. 

So I understand commands hesitation.  But with this cluster fu*k, command should have known SVIED's may show up and what to do if they "suspect" one.  And for other types of common threats like a car trying to come thru that has children in it.  At this stage of the war, do you light them up or allow them to speed toward you?  Military academies do ethics games just like these.
