Sounds like you have a problem in the TO: line.  Did you accidentally copy the extra period at the end of the address?

When did you email your request?

july 08. day before bay 2  range day.

It was sent on July 12 @1847hrs & not received.

First you said you sent it on the 8th, and that Mary saw that one.

Then you say you sent it on the 12th @ 1847 hrs, and it was not received.  Not sure how you know it wasn't received.

Did you send it twice?

....Not sure how you know it wasn't received.
You can send e-mail with a delivery and/or read notification. If the receiving e-mail server is not configured to support this feature the sender will never get the delivered/read notice. Also, if this feature is used and set up properly, the receiving person can decline sending the read notification. So the sender may receive a delivered notification but will never know if the e-mail was read. And, if the e-mail was delivered to the receiver's SPAM folder the receiver may never even know that the e-mail existed. A lot of companies turn this feature off or never turn it on. It adds a lot of (in most cases) unnecessary traffic.

As you guys in the tech sector know, e-mail is not persistent. What this means is that e-mail is actually very low on the priority list of the servers and routers. If a server or router becomes overloaded one of the first things that happens is that server/router will drop e-mails. If any packet in the e-mail stream becomes corrupted the entire message will be dropped. If any packet in the e-mail comes in out of order chances are the e-mail will get dropped. There are no requests to resend a packet or entire message so if something happens to the sender's e-mail along the route it ends up in the bit bucket. It is amazing how reliable e-mail is based on how low the priority for e-mail is.

I have not been in the tech industry since 2008. So if something has changed since then I am not aware of it. But that is the way e-mail has been since Al Gore invented the Internet.
