This is messed up but may be legal. Ever notice legal jargon usually has the word "reasonable" somewhere laced in it. In this case the question becomes, what is "reasonable regulation"? Would-be criminals must love communities that have such dumb policies.

Apparently, the housing company receives government subsidies, i.e. financial aid, so they're not able to ignore the 1st Amendment w/out violating federal law.
On a side note: people that push agendas like this should be forced to live in shit holes like Compton or the South Side of Chicago, so they can get a better perspective of the 1st Amendment's benefits.
