Has anybody on here finished an 80% lower and actually followed hawaii state law and registered it? If so how receptive was HPD on the registration process?
-
Not a prob
Just make sure u follow state of H I laws.
BATF do not req a serial # but HI does.
Your res will say custom as manufacture
-
Thank you for the input but that still didn't answer my question
-
Basiclly BATF req's manufacture or importer name, caliber, city and state. To be a min of 1/8" in height and 1/32 deep.
This is only req on tax paid firearms not req on home builds. However HI still req these marking for registration.
Keep in mind 922r parts compliance for rifles, but pistols can be 100% built on imported parts.
Such as FAL, hk or ak etc.........
-
OK so who here has done this. I don't want to waste my time if HPD will hassle me.
-
It took me 2 hours to register a home built UZI 6 years ago. They didn't understand the laws at the time.
I think I was one of the first to manufacture a home built from a kit in HI. They had the local BATF come down to examine the rifle.
But now its a lot easier since I explained the reqment for home builds ( tax not paid) firearm.
I have since registered many home builds .
-
If you read up on the laws 18 U.S.C. Chapter 44 and HRS134 and know the laws. You can actually school the guys at the window.
Then they just ignore further comments and refer you to the Attorney Generals office.
It's pretty good that I have BATF letters to prove things in my favor.
-
OK so it worked for you 6 years ago. I'm jealouse. How is it now. I have a paper weight I'm deciding what to do with
-
Make an AR pistol.
Check the other post on AR pisto
-
AR pistol huh. More toys. Now what caliber would I do?

What is BTAF?
Is this all that I need to have engraved on an 80% lower to be able to legaly owned once completed?
How may numbers should a serieal number need to have on an ar lower?
-
I mean to legaly register after completion?
-
for home builds no serial numbers are required by BATF (federal)
Only Hawaii (state) requires a serial number for registration.
You can make up your own s/n!
-
AR pistol huh. More toys. Now what caliber would I do?
22-250, for the silhouette targets.
-
:wtf:

What is BTAF?
Seriously? You're talking about completing an 80% lower, transforming it into a firearm, and you don't know what BATF is?
Oh, wait... you're joking. I get it!

necro post, i know. is my long gun permit sufficient if i want to register a stripped lower as a pistol lower?

No
The process to acquire the lower to build as a pistol would be the same as a handgun, three trips to HPD.
-
Oops, sorry this is about 80% lowers, see this thread a little lower down https://2ahawaii.com/index.php?topic=32942.0

458 SOCOM. only 10 rounds in that STANAG magazine

i just brought in my stripped 80% lower in and registered it as a pistol this morning. after playing 21 questions with the officers for a while they finally registered it. they were adamant about me bringing it back once its built, and that epoxying the mag into the receiver is not a sufficient way of fixing the magazine. i just said ok and left. i could not find any requirements on fixing magazines and if epoxy is good enough.

You did it the best way possible. Bring in a stripped lower and register as pistol. Did you give a barrel length or caliber? How did you fill the form out?
As long as they don't legally define it, they can't legally enforce it. What constitutes detachable? Its subjective and the error is on your (our) side. They have to prove it is not detachable and there are plenty of current legal definitions in the firearms laws across the country to be on our side (not that there should be any requirement for detachable). If they push the mag release and it doesn't come out, its not detachable. If they have to use a tool or disassemble the firearm to remove the magazine, it's not detachable. Anytime they tell you to weld it, they are providing legal advice on behalf of HPD and are at risk of being held liable for themselves and the department. But that's their call, I'm not their boss. And they keep using the term FIXED. The terminology in the HRS is DETACHABLE. Very different legal definitions.
I would love to see someone bring the Freedom15 system and register it. How do you serialize a liquid?

Was the 80% complete ?
Did you have a permit ?

13 years ago, HPD told me there was no requirement to bring a completed "anything" back again. They sort of hinted they might "like" to see it again, but no law said I had to.

I find it amusing they would register a non-firearm.

I'm bringing my $12 shovel in next week to register it as an AK

Maybe I'm assuming he hasn't milled the lower beyond 80%. If it was me, I'd do minimal milling to get it above 80% (and add the serial number). HPD would have to register it.
-
sounds like the easiest way is to get advice from suka, then buy him beers so he goes with you to hpd. once they see him, they'll figure its all done correctly. lol

even recently when I register a lower, they have never told me to bring it back when i'm done

But then the hassle if you farque up the machining and it is just a paperweight still on the HPD confiscation lists?

Last lower I got as PIAPS and pre Rapback insurance, lady at the local PD looked at it and asked "That's it?"

If you destroyed it after messing up the milling, you can take the pieces to HPD. They should be able to record it was destroyed. You could also just turn it into them for destruction. Either way, they'll be able to document you no longer have it.

i have a long gun PTA. the stripped lower was made from a 80% and was machined and serialized

i said i was going to go 10.5", although i really don't know what i'm going to put on it yet since i dont have any other parts for the build.
since it was relatively easy to register this lower, i was thinking about doing a glock 80. should it be the same process? i didn't take the handgun class.
