I was wondering, is there an age limit to be able to finish an 80% lower? I have a 15 year old cousin which wants to make and shoot an AR-15. Can he use a mill and finish an 80% lower by himself legally? I have not seen any laws about 80% in Hawaii really and was unsure how to answer him.

What are you, a cop?! jk
I'm going to say the answer is no, because this is Hawaii and it is run by communists and fascists.
And because the law says so!
Once the lower is complete, it is by definition a rifle. No minor under the age of 16 can possess or use a rifle without adult supervision.
With certain exceptions a firearm may be made by a nonlicensee provided it is not for sale and the maker is not prohibited from possessing firearms.

There are laws. You must have a valid rifle permit
