Reminder: SB2050 Provides that owners of previously registered firearms in this State shall not be subject to the existing permit waiting period when seeking a permit to allow for the acquisition of another firearm.

I finally was able to see the committee report to find out what happened when the first committee (PSM) unanimously recommended the bill out of committee. I was curious as to why such staunch anti-gun people like Green and Baker ("aye with reservations") would vote for anything that would make Hawaii's gun laws more rational and logical. I found out. Their amendment to the bill was to have it go into effect, were it to pass the whole legislature and the governor to sign it, on July 1, 2020. Chairman Espero's official comment is :"to encourage further discussion".  It now goes to the CPN (Consumer Protection and Commerce) Committee, which has Baker as the chair.

I'm not going to write anything that I am thinking. 2020?  :wtf:

Sounds to me like some shenanigans to provide them political cover in an election year.

Yup, allows them to play for both teams. Like Obama telling hunters that he wasn't coming for their guns. And the sad part? I'm sure a ton of people fell for it.

Sounds like a promise they have no desire to keep. "For discussion purposes only"????  What does that even mean?

I wonder if this is the record for lag time between a bill being recommended out of committee and the given date of implementation should it pass the full legislature. Six and a half years? Seriously?

Six and half years for "discussion" if something deemed "likely" unconstitutional by a California district court? Six and a half years to discuss the fact that there is no evidence whatsoever that could possibly justify a 14 to 20 day waiting period for a PERMIT for someone who already owns firearms? How long before they'd implement the ending of having to acquire government permission ("permit") to acquire a handgun? I'd guess that'd be implemented around 2050. Ending "registration"? 2100? Absurd!

I'll be sending emails to CPN committee members and testimony asking them to change the implementation date to January 1, 2015, or earlier, or otherwise provide a rational explanation and evidence as to why such a lengthy delay is justified. Of course I've never gotten an answer from anyone, ever, after making such a request, so I won't be holding my breath this time either.

Curious to see what they do with the CCW bills in light of Peruta.
