Does anyone know if you can legally build an ar pistol here? If so what's the ins and outs? How do I go about it? Mahalos.

There are several ways to make it legal.

having a fixed magazine is one (semi auto)
 
or

a bolt action with a detachable 10rd magazine is also fine.

I had no idea this was legal in Hawaii, do you need to buy any tax stamps from ATF or anything like that

Nope. It's just a pistol on the federal level.
