I posted a comment on the site asking why almost all writers about CCW "may (aka "shall not") issue" states tend to omit mentioning Hawaii. Are they ignorant or just write Hawaii off as some foreign place "out there"? Anyway, interesting to see that even Russia recognizes the right to self-defense as a valid reason to be allowed to carry outside the home, while we here wait years to see if Peruta will eventually trickle down to those of us living in the statist paradise. How many of us geezers ever thought we'd have to admit that people in Russia have (at least one) more freedom than Americans? Sad f***ing day. I guess I won't be able to include "This place is as bad as Russia" any more when writing my legislators about the CCW situation in Hawaii. And if I write "This place is worse than Russia" I'm sure they'll think I'm making it up.

Russia Is Better Than....
Who would have ever believed that Putin's Russia now provides better gun rights than the District of Columbia, Maryland, New Jersey, New York, and most of California. Russia, unlike DC and aforementioned states now allows self-defense as a valid reason to be issued a carry permit.
From Russia Today:
"In an amendment to its tough gun control laws, the Russian government eases restrictions, allowing citizens to carry licensed weapons for the purposes of ‘self-defense.’
Until now Russian gun enthusiasts were only permitted to carry firearms for hunting or target shooting after obtaining a license through the Interior Ministry. Russian gun licenses are to be renewed every five years, and applicants face strict background checks and are required to take gun safety courses.
The addendum to the law now lists self-defense as a legally acceptable reason for carrying a weapon.
Permit holders are not allowed to carry in schools, nights clubs that serve alcohol, and mass public gatherings. Carry while under the influence of alcohol is also prohibited. Self-defense weapons allowed include handguns, shotguns, stun guns, and tear gas/OC but not swords or rifles."
I wonder what America's own would-be oligarch Michael Bloomberg thinks of this.

I agree with you...
Other countries were trying to copy / have adopted the systems that made the US successful while the US copies other countries thinking their socialist systems are better. ie. China adopting the US education systems while the US adopts China's failed education system (eg. lowest-common-denominator standardized testing and no-child-left-behind).
Just one more thought... In the US, the pervasiveness of social media and technology has allowed personal information about people to be in the hands of a few. Imagine what already oppressive governments can do when they finally implement the same technology in their own countries.

In 2010, it was reported that the Russian Parliament was considering loosening the Russian law on self defense, to allow Russians who legally own firearms to carry them for the purposes of self defense. The Russian Justice Minister, Alexander Konovalov was firmly against the possibility.
In 2013, it was reported that the Russian organization, The Right to Bear Arms, had only 1,000 members. It was founded by Maria Butina, the 24 year old redhead pictured in the video and below.
Now we learn that Russian law has been changed to allow the civil population to carry lethal weapons for self defense. From sputnicknews.com, on 18 November, 2014:
MOSCOW, November 18 (Sputnik) — Russia has updated its legislation to allow civilians to carry firearms for self-defense, according to an amended decree on lethal weapons that appeared Tuesday on the official database of Russian laws and legal documents.
It is not clear who exactly will be able to qualify to own pistols, for example. It is not impossible to obtain a license to own a shotgun in Russia, but a person has to be a shotgun owner for several years before they may purchase a rifle.
The change in the law is likely related to a petition submitted by over 100,000 Russians to allow firearms to be used to defend their residences. The petition was submitted in February of 2014, for the third time. There are said to be five million legal firearms owners in Russia, though there are many more that own firearms without legal sanction.
The movement to create a right to bear arms is fairly young in Russia, but it has scored a significant victory.

I don't see how "carry for self-defense" could mean "for use in their homes"... unless the Russians coincidentally use the term "carry" the same way the courts do in New Jersey, Maryland, etc.
