Did policy change this year? In the past I've bought many guns out of state like on gun broker whatnot and the seller would give me the serial number so I can get the process started. But I guess now we have to wait til the gun is actually on isle at our ffl to start the process? I'm assuming the policy changed this year since last year and the years before i was able to. Just wondering....

My personal experience is you have to have the handgun on island in the FFL's possession before applying for the permit. OGC told me they have some paperwork they FAX to HPD upon receipt for out-of-state transfers. When you enter "OGC" on the permit as the owner/place of purchase, HPD needs to see that FAXed paperwork as they process the application.
That was according to OGC and the officers at the Firearms Section.

Of course, it matters what gun you are buying, but this is an excellent reason to apply for a Type 03 FFL. It won't help you at all if you want to buy a Beretta 92, but if you're looking for a WWII era 1911, it's sweet!

Close!!! LOL!!! I found a good deal on a M1903A3 Springfield. Some call it the American Mauser due to the action being somewhat based or wholly based on the Mauser 98 action. Without some study I don't know whether it is an exact duplicate or not? But even if it was even somewhat based on the Mauser it seems to be agreed that the US Government paid royalties to Mauser.
I'm still trying to learn enough about Mausers to figure out which ones I want.
