I think it is a felony in this state to have a hidden
loaded weapon in a vehicle without a permit, which
thus far they don't issue.

Article says he was checking traps on private property. Without knowing if he drove on public highways, and when he loaded the rifle, that part may have not been illegal.
Safety rules say to not load your firearms until you are ready to use them, and to always point the muzzle in a safe direction. He did enough things wrong without someone also wanting to arrest him for driving with a loaded weapon concealed in the truck!

I'm not an armchair detective, but a lot of elements had to be in place for this to be an accident.
