Late yesterday afternoon, the International Association of Chiefs of Police (IACP) participated in a conference call with the U.S. Department of Justice (DOJ). During that call DOJ announced that, effective immediately, all new equitable sharing payments to state and local law enforcement agencies through the federal asset forfeiture program will cease for the foreseeable future. This decision was a result of the passage of the Consolidated Appropriations Act of 2016 (H.R. 2029), which was signed into law on December 18, 2015. The Consolidated Appropriations Act made major rescissions from the federal asset forfeiture fund to pay for other programs.
We want to make clear that neither the IACP, nor any of our law enforcement partners, were consulted regarding this announcement. The position of the IACP is this decision is detrimental to state, local, and tribal law enforcement agencies and the communities they serve.
We will work with DOJ, the administration, and the U.S. Congress to do what we can to address this situation.
