There are only a couple of places to hydro your tank. I used to work for one of them, Desert Isle Beverages, 682-4209.

Yeah, they send all their stuff to DIB for hydro, they don't have the setup for it. I used to do the work on their ancient Co2 cryogenic vessel. It's a pretty involved procedure, microscopic inspection of the tank interior for cracks and pitting. Very specialized equipment to pressurize the tank with water and to measure the "stretch" of the tank and assure it's within spec. The vessel that this test takes place in, within a 6' deep pit and the crane needed to even lift these tanks, some of which weigh as much as 190 lbs. empty, into and out of the pressure chamber while they're filled with water. Specialized dryers to remove the moisture, etc, etc. They sell them their bulk Co2 as well.
Here's a picture of when we changed out the old 6000 pound tank for a 13,000 pounder.
