HB626   Firearms; Possession While Consuming or Under the Influence of Intoxicants   
RELATING TO THE POSSESSION OF FIREARMS WHILE CONSUMING OR UNDER THE INFLUENCE OF AN INTOXICANT.   
Prohibits the physical possession of any firearm while consuming or under the influence of an intoxicant.

All it says is that if you have authorization to have firearms while still having a restraining order or whatever kind of order/disqualification, you can keep your firearms.
