Don't know if you seen it, Star Advertiser had a front page article on the anti gun bills being pushed through. As expected, it was full of misinformation. The bills being pushed are nothing short of blatant disregard for your rights and attempt to place road blocks on exercising your rights. At the same time doing NOTHING to protect the public from criminals, and DENYING you of your right to armed self defense.
From the HRA:
March 7, 2016
Tomorrow, Tuesday, March 8, 2016 five anti-gun bills are coming up for a FLOOR VOTE in the House of Representatives. Contact your representative by email and/or phone by 8:00 AM tomorrow morning and ask them to vote NO on all of the following bills if your Representative is NOT on this list of our Second Amendment supporters.
DON'T CALL THIS LIST OF REPRESENTATIVES, CALL YOUR REPRESENTATIVE IF NOT ON THIS LIST: Go to the Legislature's Website at http://capitol.hawaii.gov/ (http://capitol.hawaii.gov/)
In the upper right hand corner fill in your street to find your House Representative
and follow the prompts.
Rep. Ken Ito
Isaac Choy
James Tokioka
Bob McDermott
Henry Aquino
Ty Cullen
Ryan Yamane
Jo Jordan
Sharon Har
Lynn DeCoite
Calvan Say
Marcus Oshiro
Derek Kawakami
Please ask your Representative to VOTE NO on this list of bills:
HB 625: Misdemeanor stalking: You would loose your gun rights forever for unwanted emails or texts.
HB 626: Drinking in possession of a firearm outside your home, does not specify intoxication.
HB 1813: No Fly Terrorist List: Loose your guns if you are on a secret list, with no knowleged of what put you on the list and virtually no way to get off.
HB 2629: Rap Back: Places a new applicants for firearms permits into a national criminal database to continually monitor your criminal background in other States, and will charge you a fee of up to $50 for your application. Hits will generate an HPD investigation, which upon conviction may deny your Second Amendment rights.
HB 2632: Seizure of guns for involuntary hospitalization. This would allow an HPD field officer, a telephone call to a Police Psychologist, and an emergency room doctor to cause your guns to be seized immediately withour Due Process or any Court Order.

People of Hawaii (the lowest rate of voter turnout in the United States) observing all the "activists" submitting testimony and writing and calling and then seeing that the politicians ignore that input: "Why bother?"
-
I had emailed my rep about this before and sent this email again today. I am sharing this here in case it helps others know what to write.
I wanted to write about these bills that will be voted on today. I hope that you had a chance to look through them and vote NO on these bills.
HB1813 - Firearms prohibitions for those on the terror watch list.
HB625 - Firearms prohibitions for those convicted of misdemeanor sexual assault or stalking
HB2629 - Rapback bill or continuous background checks
HB626 - Carrying a firearm while drinking
HB2632 - Mental illness bill with firearms confiscation
While the intent of the bills are good, there are flawed and should be killed before going further.
HB1813 - a secret government list that no one has access to, allows the police to seize personal property without due process.
2/26 testimonies, 7 were in support, 86 in opposition
HB625 - in the words of Supreme Court Justice Thomas, "This is a misdemeanor violation. It suspends a constitutional right. Can you give me another area where a misdemeanor violation suspends a constitutional right?"
2/25 testimonies, 17 in support, 24 in opposition
HB2629 - why are firearm owners subjected to criminal background checks?
2/11 testimonies, 1 in support, 5 in opposition
HB626 - this bill is vague and does not set parameters on what constitutes "possession" or "under the influence". "Possession" of a firearm while drinking alcohol at home could conceivably result in arrest.
2/26 testimonies, 8 in support, 98 in opposition
HB2632 - This bill needs to be re-worked. A soldier returning from war or a woman who is raped and suffers PTSD and have overcome them, are denied their constitutional right to own a firearm to protect themselves.
2/10 testimonies, 4 in support, 40 in opposition
2/23 testimonies, 16 in support, 122 in opposition
Please vote NO to these bills. These bills are flawed, has little community support and need to be re-worked. Please bring some sense into the voting of these bills today.

HB2629-
The law already requires that a convicted felon surrender all firearms or have them confiscated. Police departments have access to such knowledge and should be using such public databases to do their background checks and process. Thus, keeping weapons out of the hands of criminals. Databasing private firearms owners, who have no criminal record, nor conviction of felonious activities, should not be treated as a criminal. Logging and data basing, of law abiding citizens, on the grounds of 'being a gun owner' is a huge infringement of said law abiding citizen's privacy, is VERY unconstitutional. Please focus laws on catching, prosecuting, and punishing CRIMINALS, not the law abiding gun owners. I STRONGLY OPPOSE THIS LEGISLATION. Thank You
HB625-
I Oppose passage of this bill.
"Can you give me another area where a misdemeanor violation suspends a constitutional right?"
-Justice Thomas
Thank you
HB626-
Possession of a firearm outside the prescribed places is not permitted in any case, for the law abiding citizen, as permits to conceal or open carry firearms are NOT issued.
Is this law intended for Law Enforcement Officers, as these are the only persons permitted to carry firearms on their persons in public?
If the laws are changed where Law Abiding Citizens are issued permits to carry on their person, then a law like this is needed. Otherwise the law is pointless, as a problem of this nature has not been encountered, other than law enforcement officers.
I OPPOSE as written and presented. Vote to remove this bill from consideration.
Thank you.

The Senate Public Safety Committee, Chairman Senator Clarence K. Nishihara, will hear 3 gun bills Tuesday, March 15, 2016.
Please go to capitol.hawaii.gov , sign in, and click on the orange "submit testimony" button to send testimony on all three bills.
Deadline to submit testimony, 1:20pm Monday March 14.
HB625 Includes misdemeanor stalking among the offenses that disqualify a person from owning, possessing, or controlling any firearm or ammunition. 4th degree stalking can be as little as sending unwanted texts or e-mails, and conviction means permanent loss of gun rights, restorable only by Governor's pardon. OPPOSE. Support if 4th degree stalking removed.
HB626 Petty misdemeanor for drinking alcohol outside your home while possessing a firearm. Former Mayor Carlisle's "Deedy" bill. Targets police, as no one else can lawfully carry. OPPOSE. Off duty police carrying is a public safety benefit. The courts may eventually force Hawaii police chiefs to issue carry permits to civilians. Needs an amendment specifying .08 alcohol level.
HB2629 Requires the county police to enroll all gun permit applicants and those registering firearms in "Rap Back," a FBI data base of individuals arrested anywhere in the US, including on misdemeanor and even some civil charges. A fee of approximately $50 will be charged. The system is used now to screen job applicants for sensitive jobs, like foster parents, etc. No state currently uses it for firearms acquisitions. HRA OPPOSES. It creates a permanent federal list of firearms owners and charges a fee for exercising a civil right.

My question is: where is the NRA?
Have they met with politicians locally?
Have they testified?
No where to be found.
-
NRA is a national organization, their role, mostly, is on a national (federal) level. That is their function. In certain high profile cases they may get involved on a state level.
HRA is our biggest best support at a state level. Which is why it is very important to support and promote both organizations. When we cannot be there, they stand our place.
-
My question is: where is the NRA?

No where to be found.
Dan Reid s the NRA-ILA State liaison for Hawaii, Arizona, Nevada and Oregon. He submits written testimony on most of the relevant bills. I'm not sure if he ever testifies in person. That's a lot of territory to cover. Maybe if there was a Constitutional Carry bill (open and concealed) that ever got a committee hearing he'd fly over. ;D

Got something back from my Representative's Aide. Suffice it to say I will not be voting for him next time.

Received a letter today from my rep who I e-mailed to oppose the 5 bills. Some quoted portions state: "Although I voted to keep the bills moving, I expressed strong reservations with HB1813 and also have concerns with the other bills." "In my judgment, these bills will be difficult to enforce and can result in arbitrary and unfair treatment of gun owners."
This rep is a democrat who is not on the 2A friendly list, but at least he didn't shove anti-2A sentiment in my face. Maybe just blowing smoke up my okole but I think it gives some hope that other reps have the same concern with the wording. One of my arguments to him was if you could not justify applying the same restrictions to vehicle (POV) ownership then it should not be applied to gun ownership which only targets a certain class of people.
Regardless, I will send him an e-mail tonight to thank him for taking time to respond to my concerns by letter.
