I've only seen one P100 tab in Hawaii and one wearing 3 tabs: SF, Ranger, P100.
With the P100 tab above them all. TIll now.
The 2015 Department of the Army Pamphlet for the Wear of Uniforms (DA Pam 670-1) now decrees that the President's Hundred tab is (paraphrasing) just a marksmanship award and below the status of a special skill tab (Special Forces, Ranger, and Sapper).

Perhaps the level is based on the president in office at the time.
