It is. There is no law against "flame throwers" in hawaii.
-
Flame Throwers are not illegal per se, but someone might consider them to be deadly weapons which would prohibit you from carrying them.
-
Just tell HPD or whoever is asking that you have a big Filipino party coming up and you have plenty goats to slaughter.
-
Hey, charcoal lighters come in all sizes, don't they?
Maybe you got a big BBQ pit to light?
Seriously.

Why do I have to tell HPD anything. Do I have to register it?

No, per the HRS definition of firearm, this is not a firearm. No projectile is being expelled.

It may not be a "firearm", but neither are "stun guns" nor "expandable batons", etc. etc. and they are illegal to possess (stun gun) or bear outside your home (expandable baton). It'll be easy to add the flamethrower to the list. Also expect to see "any object over 2" long capable of puncturing or slicing" added to the list (ice pick, etc.).

So in summary. Flamethrower legal, butter knife illegal. Gotta love clueless liberals.

Hawaii has no laws against flame throwers...(We need them to start our charcoal grille!)
But leave it up to HPD to find one.
