Without reading the law in detail, does it make clear if ALL registered owners would be entered, or just new registration buyers?

Does not make clear, That being said they have the ability to charge you for the privlage of being entered, so im assuming that it will be at new registration, unless they are going to send an invoice to all registered firearms owners..

If they had the money to fund it they'd come to every registered owners' home at 3 AM to photograph and fingerprint and iris scan them while inspecting their firearms in their appropriate storage condition and verifying your firearm liability insurance policy while having a "state-approved" psychiatrist administer a psych evaluation while you're connected to a "lie detector". They've got the "political will". The only vague slim hope for Hawaii is that the federal executive and legislative branches are soon controlled by those who support Second Amendment rights and usher in federal legislation that overrides the bullshit in Hawaii that masquerades as "common sense gun safety regulations". I'm not holding my breath. If I weren't so old and lazy (and fond of my four acre botanic garden that I've worked 25 years to create and maintain) I'd move to a free state.

One might notice police officers may not be included in the list of those in "positions of trust".
Of course, we are still not to be trusted with taking a firearm outside of our homes.

Here's a question: What happens if you refuse to pay to be put in the database?
They can't legally deny you the ability to exercise your constitutional rights because you refuse to pay a fee.
If they refuse to allow you to register your firearms the fault is still theirs for the same reason.
So what are they going to do? Put you in jail? Tell your mom?

I like this. Maybe if the gov wants to let this pass into law, we should all go purchase something the refuse to pay for this unconstitutional garbage, then get together and sue the crap out of them.

Yeah I thought about that. Like heavies said, that's where the lawsuit comes in.

You will not be able to proceed to step 2 You will not pass GO. You will not get any "permit" to exercise your Constitutionally-guaranteed right. You will not legally possess a firearm. Their (our "public servants") rules.

You're kidding, right? Did you refuse to pay the fee to have your fingerprints taken and entered into the NICS database? If you refused, you have no legally registered firearms in Hawaii. Next year after they mandate firearm liability insurance and/or required psych evaluations (or any other thinly-veiled confiscatory infringing "fuck you" bullshit), if you don't pay for and have proof of those, you'll not be allowed to exercise your rights as (supposedly, but obviously not) protected by the Constitution.

If you walk in with a firearm to register, and refuse to complete the required process, you will shortly be visited by agents of the government who will, at gunpoint (theirs), forcefully confiscate your ("illegal") property.

They'll do whatever they can to make your life miserable, and they are not short of personnel or (taxpayer supplied) money (at least when it comes to enforcing the "common sense gun safety regulations")..

I don't know about you two, but I ain't gonna live long enough to see that lawsuit resolved, and even then for those of you still alive the chances of it being decided in favor of the people exercising a natural, fundamental, individual, enumerated, Constitutionally-guaranteed right to keep and bear arms are near-zero and zero. The Peruta ("good cause" ("may" issue), or Hawaii's "exceptional case" ("no issue")) challenge started in 2009. It's now over SEVEN YEARS later and IF the en banc decision ever comes down it's likely it will be remanded back to district court for a do over... and then the whole Ninth Circuit three-judge panel and potential en banc hearing and then possible SCOTUS cert again. Since the judiciary (Hawaii jurisdiction) is stacked against any Second Amendment rights being validated, that means that it will likely be 2023 or so when the final exhausted-appeals defeat is announced. If the case were adjudicated by "strict scrutiny" standards, it'd be a win, but our jurisdiction doesn't use that standard, and even so-called "intermediate scrutiny" (really just "rational basis" erroneously labeled "intermediate scrutiny" to make look as if they care about 2A rights) means a simple win for the grabbers. We already "voluntarily" enter our prints and photos into a federal database as well as waive our rights to any medical record privacy, and those have all held up legally ("public safety" don't you know...). But good luck! :shaka:
