ooh, careful with that one.  attribution has been disproven time and time again

it was used in the header of Chapter 11 of a novel, Willfully Ignorant, by Pat Miller and he just made it up and quoted it to Mein Kampf.
not anywhere in the book and history shows us Hitler did the opposite.  took everything at once and turned the country on its head in 3 months of being elected chancellor.
