Title: Gun safety while registering firearms

Went to HPD today to register a firearm.

I cleared my gun in the bin and handed it to the officer registering it for me.

We started talking about how many people actually use the bin to clear firearms and ensure they're safe.

He told me that almost every day someone flags other people or even clears their firearm pointing directly at the window.

I've personally seen people flagging everyone in the room with their guns.

So what happens to gun safety while at HPD?

Do people just forget while there?

Is this the newbs?

Its making all the gun owners look bad.

A long time ago some guy brought in his pistol with 2 mags fully loaded.  The Officer at the counter flipped out!

Followed by a long lecture.  Worse yet the guy was a cadet....So he was not allowed to carry yet.

All of us in line were chuckling......LOL

I must admit I don't use the bin to clear the firearms.  I point the barrel at the ground in front of the concrete divider wall.

The bin makes sense, but if you're not going to use the bin, please for the love of God, don't flag me.

I got serious getting flagged with firearms issues.

Haha, I've walked out of gun stores because someone was flagging every single person there.

I'm sure any knowledgeable person (about guns) hates having a gun pointed at them.

I cleared my gun before I left the house and put the red... uh, thingy... in the chamber sticking out so there could be no mistaking that the gun was safe.

Thinking back, though... the way the office is set up in Hilo its hard not to point the thing at someone the way my case is aimed. At least while its in the case. I didn't take it out of the case, though, so its not like there was a gun waving around. I let Arlene take it out of the case if she wanted to... and she didn't need to.

Another reason I didn't use the bin: a gun locked in its case is probably less visibly threatening than a gun in hand at the clearing bin.

With the levergun I opened the action as I took it out of the case and left it open. The long gun station is pretty simple in Hilo. Easy to point the gun in a safe direction.

I dont even know what the bin is for and all the times ive been there ive only seen 1 person use it.  I guess a experienced person would know how to use it, but for new guys like me i have no idea.  When i go down i just rack it a few times then open the slide and hand it over.  Not sure if that is correct or not.


Sometimes the officers can come across as dicks though.  Or maybe just that HPD personality.  Doesnt mean they should be getting flagged by everyone trying to clear their gun though.

You are supposed to place the muzzle of your firearm in the "bin" when you make it clear and safe. The "bin"  will catch a discharged round in the event that a negligent discharge should occur. 

It will not, however save your eardrums should a firearm go off....

^^^I know what the bin is for. I just haven't used it.  Lazy of me.

Anyhow what you do is just point the barrel inside of the bin and clear it.  That's how it's used.

I'm like clshade I have my gun cleared and a lock placed in it before I go down to the station to register.  Part of it for it to just be prepared and if it is crowded to not have to jockey around everyone and their stuff.

This..  most times it's too crowded to use the bin with a longgun.  I leave all mags at home or in the car.  Don't want any unwanted questions.

Would someone please make the Firearms Unit a sign with directions how to use the clearing bin. Some folks think it's a trash can  :crazy:  I've seen people flag the officers, look at their pistol and dry fire it at the window   :crazy:

Kauai doesn't have any clearing bins, and they don't tell you, you have to clear the weapon. Which is really strange.

Why do you need to clear your firearm? Can't you just drop the mag, lock the bolt/slide back, and hand it to the officers? Or open the cylinder and hand it to them?

That is clearing the firearm.

Haha, again, that is clearing the firearm.
People hand guns to the officers with a magazine in, bolt or slide in battery and pointing at the window.

Yup the splash or ricochet from the concrete walls means someone is catching something (except the LEOs behind the "glass".

I've always used the bins for clearing and locking the slides my pistols. Long gun / shotguns I've tried but ended up giving up on attempting to use the bin. Just not enough room to do it with other people behind you. Long guns I simply point it at the ground away from anyone to perform the chamber check.

I too have see way too many people get flagged when a new firearm owner is uncasing their piece for the first time. I've also helped (without being a dick) new owners to let them know how to either properly clear or properly operate their firearm. Better we help them at HPD then them learning the hardway at the range.

The reality is that most ND's are when someone "thought" their firearm was unloaded.

Gun safety should not be neglected just because you're in a police station.

When YOU are sitting in a chair in at room and someone points a gun at you, are you willing to bet your life that its unloaded?

I didn't use the bin in the beginning but have been using it ever since seeing someone else do it... I've even started putting the registration pen as a bolt hold open on my rifles....

Actually, I've been swept (repeatedly) bu one of the offices there.  She came to the "customer" side to help someone whose guns were being impounded.  And, with every freaking handgun, she made damned sure to sweep the entire room.  He had a fair collection, so I got to watch her sweep the room a dozen times.  I don't hink she notice when I pointedly moved outside the door to wait for my name to be called after the second occurrence.

I've never used the bin...I only take the receiver (or part with a serial#) when registering.  :thumbsup:

The original policy for firearms registraion was: Only 1 person is allowed at the window/in the little room. Everyone else was supposed to remain outside the door.

Sometimes.  The room where you interact with the police is small, maybe 10' x 15'.  In this space, they have squeezed a table and about 5 chairs.  If you put more than 2 people in there at once, there just isn't room to move easily.  Most days I go, the room has 4-5 people in it and more waiting outside the door.  Add to this the fact that the clearing bin is a few feet away from the window where you have to pass the gun through, and you have a scenario where using the bin just isn't practical. 

I try to take my guns in with the action already open so I don't have to worry about it, but for some guns, that's not very practical.  Lever actions, for example, don't fit in cases while open.  If there's room, I'll take the steps over to the clearing bin.  If it's crowded, I just clear as I take the gun from its case.

I've taken just my recievers down when I have more then one rifle also... It's much easier... When I bring only the recievers down they register them as "only" recievers..

Shit, when I was working for the DoD weapons were taken out of the gun safe by the dispatcher, given to us with the slide open then to the weapons clearing bin, clear the weapon, insert mag, and holster.

  I woundering what's the problem with the ccounty not having clearing bins and instructing them how to us it.

I have a SPR.  Let's figure on the 28th for the range outing and you can shoot it.  I swapped out stocks to a CTR and have a SF muzzle brake on it.

...Before anyone attributes such behavior to inexperience, I will note that the guy had a 1" folder with at least 6 of those clear, plastic sheets... inside each of those 6 clear plastic sheets were  HPD Firearm permits...

For no particular reason I feel the need to say that, while I also have one of those binders with several registrations in it, I was NOWHERE NEAR HPD today...   :D

I used the clearing bin for registering pistols.  Most times for rifles I removed the bolt and left any mags at home then went to HPD except for the lever rifle.  That I cleared pointed down.   The right seat closest to the Makai wall to me is the worst for getting muzzle sweep.   The  size of that room can also be the cause of sweeping along with careless people.
