Is it legal to transfer a homemade ar 15 lower ( from 80% blank) to another individual who is legally allowed to own a firearm? If so do you have to put a serial number on it and are there other steps that must be completed?

Thank you for your inquiry to the Firearms Industry Programs Branch (FIPB). If you made a firearm from a blank receiver as an individual then you can sell the firearm to an individual that is not prohibited from owning/possessing. For your information if you are making this a course of business/livelihood then you are required to obtain a Federal Firearms License (FFL).

I am going to hpd tomorrow to have the portion of my registration on my homemade lower that states it is not transferable removed I will let you know what happens.

or laser engraved

Went to hpd talked to the Sergeant. He asked me to emailed him a copy.He said once he gets confirmation from the official. He will redo the registration for the 80% lower. I will keep you updated.

ATF specs are 0.0625" (1/16") high and 0.003" deep. You need a fiber laser to get that deep on most metals.

Dunno what a fiber laser is, but it would seem like something not in the workshop of most guys making aluminum 80% lowers, hence, not many get marked?

Also I'd like to clarify... can I hold on to my non-registered personal build for a while? Do I HAVE to register it right away?

I'll bet that Universal Mfgr in Kalihi can engrave it any way you want.
They have the laser equipment.

How about engraving the same info on a polymer lower? Can a 20 watt laser do it? Is a metal tag needed for the serial no.?

Needs to be registered once made however I haven't heard back from hpd about removing nonot transferable going down Monday.

I don't know much about 80% requirements, but make sure you meet both Federal and State requirements. HPD only enforces the state requirements.

For raw aluminum receiver's look up electro etching. Doesn't work through the anodizing unless you strip the area u want to etch.
Super easy.
Hardest part was learning how to use the Cricut I borrowed to cut the stencil. And use a old school battery charger. New digital ones don't like to do this.

Not true hpd also in forces federal law the questionwith the 80 percentlower being transferable comes from federal regulations. However it is transferable per ATF. There are no state regulations on constructing your own firearm.

They enforce federal laws by choice, HPD has no obligation to enforce federal laws, no State or county agency does, this is easily demonstrated by sanctuary city's, where local and state agency's do not enforce federal imigration law. In fact the police are not obligated to enforce any law, they can and do have discretion what state and county laws they enforce, as demonstrated by warnings given to people driving.
