Submitted my testimony late.  I'll going to the Capital tomorrow to see how the testimonies go.

For those who haven't testified, you don't have to write an essay.  At the very minimum you can just say "I oppose/support SB/HB####." 

That's it.  Phone call, email, or online by signing in at the legislatures webpage.

JL808, in addition to posting upcoming hearing notices via "reply", could you also update your original post with the same information and replace it with new hearings as they come up.  Makes it easier to keep track of especially after months of hearings and replys.

Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony. Allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires that court ordered domestic violence intervention programs include anger management training. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, and convictions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 06/30/20.

I attended the SB 280, 898 and 8991 hearings today at the capital along with JL808 and also Harvey Gerwig and Carrie from HRA.  There were also some other progun supporters in the room.  SB280 (terrorist watchlist) was deferred and is probably dead for the year due to due process issues.  The legislature website initially only listed 6 testimonies in opposition, however they added about 25 more at the hearing.   SB 898 (registration)  and 8991(court ordered confiscation)  passed the committee with amendments.  I met Acting Major Nilsen who took over the firearms section from Maj Robinson.  He of course supported the anti-gun bills on behalf of HPD, however he seemed a lot more pleasant to talk to and deal with.

I talked to Harvey Gerwig (HRA) and told him I'd be willing to volunteer full-time for anything they need help with.  He said they are really short handed and could use all the help they can get.  He's going to call me and we'll talk about how volunteers can help HRA.

We should make a good push for the correction officers CCW.  I think it makes a good bridge between LE and civilian CCWs.  I beg the AG and HPD will be against it.  But it'll get the committee thinking hard about the benefits of CCW for non-LE, and warm them up for the civilian CCW bills ahead.

I disagree, but am open to hearing arguments. I believe what this bill does is only further entrench the concept of the "only ones" who may bear arms in public are law enforcement-related, and "civilians" will never, and should never, be part of that privileged group. [The term "only ones" comes from the infamous video of a law enforcement officer bellicosely lecturing an elementary school classroom full of kids about how no one else should ever be allowed to have firearms in public because they (law enforcement) are the "only ones" trained to do so safely. He then seconds later shot himself in the foot, so as to make his statement even more patently absurd than it was in the first place.] I don't think "moving the line" by including another class of "special ones" as CCW licensees (or "permitless") does anything at all for "us". The "line" needs to be abolished, not moved an inch in a direction that further reinforces the already existing unconstitutional de facto ban on civilian carry.

No one has posted any further arguments for this bill, nor any arguments against my reasoning. Here is a lawsuit that presents some extended versions of my arguments, in this particular case against providing a different standard (i.e. "no" standards or criteria other than being a retired LEO) than required of "ordinary citizens". The same arguments apply in the case of this Hawaii proposed law re "corrections officers" being held to a different ("no") standard than ordinary citizens.

The good thing about the corrections CCW bill is, we can use their support for the civilian CCW testimony. As I said previously, we need outside organizations and unions to help us pass CCW, and I think the corrections union would be a big help.  It would be very difficult to get their support while opposing their bill.  It's strategy.

Do you have definite knowledge that that union, or any other union, is interested in supporting "civilian" CCW? Have they lobbied the committee chairs to hold hearings on the current crop of "shall issue" CCW laws? Or only for the law that would enable them to CCW? What other "outside organizations" are likely to support "shall issue" CCW, why haven't they done so in the past, and what will change that will end up with them supporting it?

Establishes that for a second offense that occurs within five years of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony. Allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires that court ordered domestic violence intervention programs include anger management training. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, and convictions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 06/30/20.

That "date takes effect" is just a "place holder" at this stage of the bill. The real date of taking effect is added near the end of the process, usually during the final committee hearing, or the joint house-senate reconciliation committee if the bill gets changed after going from the originating body to the other.

.] I don't think "moving the line" by including another class of "special ones" as CCW licensees (or "permitless") does anything at all for "us". The "line" needs to be abolished, not moved an inch in a direction that further reinforces the already existing unconstitutional de facto ban on civilian carry.

Let me explain why u should have supported this bill. Why u had a morle obligation to do so and u have failed to watch the back of the very people standing atop the wall warching yours.
I assume u want to exercise your 2nd amendment right because u know that a time may come when a firearm is all that stands between u or your family being robbed, raped,murderd for no reason other then someone thinks they can. Off duty police are allowed to carry why? Because they are frist responders? ACO are frist responders as well. No police carry because they deal with people who murder,rape and steal when they are at work so thoses people MIGHT recognize the officer at the club with his wife or shoping with his 5 year old daughter. So its unreasonable to put a person at higher risk without allowing them to protect themselves! Now take our ACO. U must not be aware but ACOS in hawaii are not law enforcement. No powers of arrest,No protection under the law of assulting an officer, No fancy stun gun or baton or even Pepper spray that a civilian on the street can use. Let that sink in a sec. These men and women go into a environment WILLINGLY where they are out numbered 60 to 1 by murderers,rapests the crazy manic homeless that u turn your eyes from armed only with handcuffs a raido and they inforce ORDER and DISCIPLINE. U hear how cons,xcons hate cops? They are with the cops for a few HOURS, ACO'S are with them for months YEARS, u think inmates dont yell at us while we are shoping with our kids? Attack us while we try and have date night with our wives after being forced to work on her birthday. The people that sunk this bill should be ashamed to call yourself public servents. To stab the man in the back while hes protecting your kids from the pedafile  rapeist.
