Not sure if this bill will get broad support, but wouldn't hurt to contact Tulsi and Colleen and ask them why they are voting for it (or am I making an "unreasonable" assumption?).
H.R. 1278 - would require background checks before buying unassembled firearm kits
Two House Democrats have introduced legislation that would require federal background checks before buying unassembled firearm kits and unfinished receivers.
The measure, entered as H.R. 1278 last week, would amend federal law to consider firearm kits to be firearms.

“Guns assembled using these kits are called ghost guns because they are often times completely untraceable, assembled using a receiver that does not have a serial number, and are almost impossible to be tracked by law enforcement,” said Espaillat. “The Ghost Guns Are Guns Act closes this loophole as these guns are more often used in violent crimes and pose serious safety concerns to our communities and law enforcement.”
The measure, co-sponsored by Illinois Democrat Brad Schneider, would add the broad definition of “any combination of parts designed or intended for use in converting any device into a firearm and from which a firearm may be readily assembled” to the definition of what constitutes a firearm under federal law.

So "any combo of parts". So if I buy a barrel 1 week, then a trigger the next, I would have to take both to HPD to register it. Then if I buy a gas tube 1 month later, again have to go to HPD to register it?

True, you could make a barrel out of a pipe. A trigger out of a wire, a handgrip out of a block of wood...I will email our senators about this issue. But they would just revise the definition.

As far as I know this is thus far only a House bill, so the people to contact are Hanabusa and Gabbard.

I would hope that with the solid Republican majority in the house that such a bill as this, or any kind of "gun control" would be DOA... however it certainly seems as if the GOPe is doing everything they can to maintain control by the UniParty, and maintain the swamp. See, for example: Obamacare "repeal and replace" bill criticised by Mike Lee, Rand Paul, Heritage Action, National Review, and Ann Coulter, who put it succinctly "Who wrote this piece of crap?".

Hopefully. Kinda surprised the Bloombergies haven't tried to get this going at more state legislatures. I guess their focus is still "universal background checks" (aka "lend a gun to your cousin universal transfer costly financial transaction law"). Maybe next year.

Billet means it has been cast as something -- I assume it's cast as a lower receiver, based on your question.
If that's the case, then yes. It's a "receiver blank."
