A number of years ago on a different forum, some guys were asking who can do chrome plating locally (motorcycle wheels).  The answer was nobody because of the hazardous chemicals required for the process.  Since there haven't been any answers to your questions yet, I'm going to assume its the same way for TiN coatings.
