Title: 2019 Bills, Resos, and Activism

Planning thread for next year's legislative session since many of us have thoughts of what we should've done this year. I'll comeback to this thread several times throughout this year so we can continue to add and work on things.  We'll get input from the HRA/NRA, rank them, and request the legislators to introduce them in January 2019.

Looking for ideas on:
Bills - things that will become law.
Resolutions - Statements, requests and guidance.
Activism - Things we can plan and do to promote the bills and resolutions.

For Bills and Resolutions, you don't have to create the actual wording.  Just need bullet points of facts and what you want, references, and preface information.  The representatives and attorneys at the capitol will take that and create the legalese wording.  We can all work on it together.

Resolution - Study defensive firearms use
    Have the Legislative Reference Bureau study the defensive use of firearms.
    • The use of firearms are an effective deterrent against crime in the home, at the place of employment, and in public.
    • Lawfuly armed citizen stopped the Texas church mass shooting
    • Study Hawaii's issuance of CCW permits and compare it to other states
    • Compare Hawaii's CCW and gun laws on self-defense and compare it to other states
    • Study the defensive use of firearms (fired/unfired/preventative) in crimes
    • Study the effectiveness of the RAPBACK system across the state and improvements using the FBI checks.
    • The Hawaii and US Constitution have the same 2nd Amendment for individual citizens to have the right to keep and bear arms.
    • The SCOTUS found the right to keep and bear arms is an individual right through District of Columbia vs Heller.
    • The SCOTUS found the right to keep and bear arms applies to the States through Chicago vs McDonald
    • The 9th Circuit Court of Appeals found that a citizen has the right to keep and bear arms in public in Hawaii vs Young
    • The 2nd amendment is under attack by civil hate groups who wish to restrict that right.
    • The 2nd amendment is a civil right no less important than any of the other amendments in the Bill of RIghts

    Bill - Firearms trusts
    Allow the registration of firearms under a trust
    • Currently firearms must be registered to an individual per HRS 134-3
    • Non-profit groups, such as the boy scouts, have rifles registered to an individual person which creates an unnecessary liability to the registrant under 663-9.5 whether they are supervising the user at the range or not.
    • Organizations should be able to register firearms as a trust to accept the liability

    Activism - Hold an informational session at the State Capitol in January 2019
    • Session will inform legislators, staff, and the public about the right to bear arms, defensive uses, and sporting uses of firearms.
    • Various firearms related clubs and businesses will attend to talk to legislators
    • Food and refreshments will be provided and funded by xxxxx

As far as activism is concerned, is there any way to further reach out to more women and youth? Is there a chance that gun owners can serve on a Q&A panel where concerned high school students can present their questions without a liberal slant?

RESOLUTION: Request a study on all Hawaii police departments on their effectiveness on resolving stolen firearms reports AND their effectiveness on attempted straw purchases?

It can be done but I don't recommend it.  I tried doing it with college students but it's very difficult to draw an audience on a voluntary basis.  Probably harder with high school students where 99% of them don't care or are pushed towards gun control.  I held another college session in conjunction with a free shoot day and that worked well. 

I feel time and money would be better spent doing something exciting for them like shooting 22lr at the silhouette range.  They can learn passively that gun owners are cool people, shooting is fun, its safe, and the gun community aren't the demons portrayed in the media.

I did want to do a panel session at the State Capitol further into the future.   The small information session I proposed for next year is a step towards that.

Activism
1. What about an empty holster protest/event held at the Capitol building.

2. Empty holster events/day where we as law abiding citizens just wear a holster to show support for the 2nd amendment and that we are not the demons as described

We have thousands of handgun owners here. Why are we not using our voice? Is the HRA active in spearheading actions and activities?

Wish I could get more involved, but I noticed we are just too damn busy here in Hawaii to get out and organize. I'd love to participate, but the HRA hardly puts together events for activism.

Apart from submitting testimony, what do you guys think we could be doing for more outreach?
