Reagan used this technique to help topple the once mighty USSR. By entering into an arms race, it financially crippled the USSR which was a key catalyst to the downfall of the Soviet Socialist Republics.
Not saying Trump is Reagan here, but by increasing our Military spending and buildup, plus political and economic pressures, all of this places Russia in a tough spot. Positive thinking might say that this brings Russia to the table in an agreeable manner. Naysayers might conclude that they come to the table using bombs.
