For cases like this, while it's being challenged, is it still law? As in the law is void until a decision has been reached?

Unless a judge issues an injunction against the law being enforced, the law is still the law.
The bad part of an injunction is it complicates the situation when the final decision comes down. If the law remains on the books, anyone who took advantage of the injunction creates another group of people who have to now comply or risk punishment.
