Title: CCW Shall Issue: SB238 Senator Gabbard

As he told me, Senator has re-introduced the shall issue CCW bill I requested of him. It is now SB238.

Edited to add: Besides being "shall issue" as opposed to the current "may issue" (de facto "no issue") law, this bill increases the term of the license to three years from the current one year (I asked for 5 but Senator Gabbard gave me three), and while it keeps the age minimum at 21 it does make an exception for those 18 and older who are current members of the military (I asked for "current or honorably discharged", but only got "current"). He also incorporated my request that the license be valid "statewide" rather than the current "only in the county of issue". What I really wanted, of course, was permitless/"constitutional"" carry (open and concealed), but the senator declined to sponsor such a bill.

Description:   Authorizes the chief of police from each respective county to issue licenses to carry a concealed firearm. Specifies processes for license applications, renewals, revocations, and record keeping. Strictly prohibits carrying concealed firearms under certain circumstances. I have a house bill coming out that changes the expiration date from 1 year to 5 years, and from county to statewide.  There's a small chance we could win Young this year if there is no en banc and Hawaii decides not to appeal to SCOTUS.  Even this simple bill would have difficulty passing.  I compiled these stats on license expiration dates...

Master of the understatement!

One possible addition to the excellent CCW license term chart would be to include the terms to most (all?) of the constitutional carry states that also offer permits/licenses so their residents obtain reciprocity with the states in mutual agreements with their home state. I believe most of those terms are on the lengthier side (e.g. Alaska, Arizona, and Arkansas are all 5 years).
