Hawaii County’s police chief said a recently enacted law — requiring gun owners to report a lost, stolen or destroyed firearm to county police within 24 hours of discovery of the loss — shouldn’t have been necessary.
“It basically requires somebody to file a theft report or lost property report regarding a firearm. That should go without having a law be there. A responsible gun owner should do that, regardless. We shouldn’t have to have a law that tells them to do it,” chief Paul Ferreira said Thursday.
The measure, House Bill 720, became Act 023 when Gov. David Ige signed it into law on April 24.
Ige said the required reporting process “will increase accountability and strengthen public safety measures.”
“This will help police officers in situations involving firearm ownership and possession, and will protect firearm owners if their lost or stolen firearm was used in a crime,” the governor said at the time.

Call me paranoid but to me this seemingly pointless law has to play into some sort of bigger picture. The people who introduced the bill also had intentions of a total sweeping ban and a way to criminalize firearms owners before any crime was committed. Hypothetically speaking if all of the anti 2A bills had passed, this law would have been a catch all for anybody who was coincidentally robbed or perhaps lost their property in a "boating accident". Act 023 is merely a way for our government to trap firearms owners into a corner, a type of insurance policy.
Just my opinion of course....

Now it is possible that someone acting as a straw man could be charged with this crime but realistically speaking it would only be a misdemeanor on their record.
However this is problematic not in what the law requires so much as it is problematic in how difficult it is to enforce. Anyone who knows the law exists could pretty quickly deduce that they have to say "i only realized the theft today" to get out of any legal trouble. The police would have to show that the person knew it was stolen and failed to report it which is pretty hard to report unless someone admitted they waited.

Someone should tell Ige that SCOTUS ruled that PD have no duty to protect.
