Off duty military were required to be armed after an attack that killed an officer around 2016. When first started, the policy was for magazine out when in certain zones. I believe that has since changed, but that is the likely explanation for the empty chamber...

I was thinking that also.  But then realized that since they're in Israel, odds are he is probably from there also.  And everyone male and female are required to join the IDF.  So he has served or is serving and is off.  Even Gale Gadott (wonder woman) served in the IDF.

Same goes with those kiosk in Ala Moana.  Their all former IDF.

I think S. Korea has the same, but minus the carrying any weapons outside of patrol areas/bases.  My friend was into Rain a k-pop singer.  And he got a deferral so he didn't have to join the military right away due to his career being at its peak.  But a few years later he had to go in.  That's why he stopped making music/touring.
